UNDP Zimbabwe is working with the Foreign Commonwealth and Development Office (FCDO) in Zimbabwe to support the government of Zimbabwe attain its climate goals through the Climate Adaptation Water and Energy Programme (CAWEP). The CAWEP programme aims to support vulnerable communities and institutions’ adaptation and resilience capacity to climate shocks. Through this programme UNDP and FCDO is supporting the development of climate resilient, multiple use water and renewable energy infrastructure in vulnerable communities of Zimbabwe to enable (i) continued access to water for productive and household use, including during droughts and floods, and (ii) improved access to clean and affordable energy to support economic activities with the intention of supporting more sustainable livelihoods’ outcomes. The project will align and contribute towards the Government of Zimbabwe's (GoZ) climate change priorities outlined in various strategies, such as its National Development Strategy, Nationally Determined Contributions, National Climate Change Policy.
Against this background, the UNDP Zimbabwe Country Office is seeking a Renewable Energy Engineer to be embedded in the Rural Electrification Fund and support the PMU in the implementation of the CAWEP project. Duties and Responsibilities
Coordinate the implementation of the CAWEP Energy component within REA, UNDP and other partners; Strengthen and help advise government on policy planning and strengthen technical capacity of government officials; Provide technical advice on policy energy issues and inputs to strategic documents and processes; Identify and analyze pertinent energy development, challenges and opportunities in Zimbabwe, with a focus on increasing coordination and alignment between government agencies; Support the government in the implementation of solar mini-grid pilot projects aimed at securing a feasible business model for scaling up mini-grids deployment in Zimbabwe; Collaborate with government staff to integrate UNDP’s de-risking approach as an instrument to attract further investments in clean energy solutions; Provide strategic guidance, technical inputs and quality assurance for the implementation of all project outputs and activities; Provide technical inputs and advice for projects related to energy focusing on rural electrification; Review workplans, budgets and progress reports and provide inputs to the preparation of results- based work plans; Share knowledge on project related to energy issues by documenting lessons learnt and best practices from project piloting and contributing to the development of knowledge-based tools (including policies, strategies, guidelines, etc.); and; Support close and regular technical backstopping to the team within the Ministry of Energy and the Rural Electrification Fund and other implementing entities in coordinating and liaising with stakeholders – including other government agencies, development partners, civil society, and the private sector.Institutional Arrangement Under the overall supervision of the UNDP Programme Specialist, the Renewable Energy Engineer will be in charge of the delivery of CAWEP mandate in the Rural Electrification Fund. The RE Engineer, through the coordination of UNDP will be expected to work closely with Government officials and other partners. Competencies Core Competencies

Master’s degree renewable energy engineering, chemical engineering, environmental sciences, or related sciences or; Bachelor’s degree with 2 additional years of experience will be given due consideration in lieu of Master’s degree. Experience: At least 2 years (with Master’s) or 4 years (with Bachelor’s) of solid experience in managing project/program including coordination a large multi-stakeholder project in the field of energy saving and energy efficiency, renewables and ability to respond flexibly to the political, technical and managerial challenges; Experience in the implementation of organizational and financial schemes to support energy efficiency (for example, ESCO, PPP, etc.); Experience in working with ministries and/or other national institutions, and ability to work effectively with fellow partners at all levels and with all groups is desired; Experience in the field of renewable energy, supporting renewable energy in Zimbabwe, financing energy efficiency, reducing the impact on the global climate, including the political, institutional and socio-economic contexts is desired; Experience in the UN system in implementing Government cost-sharing projects would be an asset.Language: Fluency in English.
