  • Lead MM4P Programme and Team in assigned countries (Malaysia and China) and other new countries in Asia for digital innovation
  • Manage the start-up and implementation of the Hubs, establishing both within the context and with the support of the UNCDF MM4P programme and within the operating constraints of the UN.
  • Lead recruitment and procurement of the team necessary for implementing the innovation hubs, and overseeing the Team (2-3 per country) of staff and/or consultants, who are designing and implementing digital solutions projects. 
  • Provide leadership and technical advice and strong management.
  • Assign clear responsibilities to the country teams, develop annual performance plans, providing regular meetings, feedback on performance, and provide mid-term and annual review. 
  • Provide the necessary structure and leaderships for the country teams, organizing regular calls and meetings, maintaining a team schedule (including country calendar), monitoring daily work and activities.
  • Ensure the proper planning, staffing and contracting through the annual staffing and procurement plan, and providing the necessary inputs for MM4P’s quarterly staff travel plan, and semi-annual budget revisions.
  • Ensure continuous coordination and dialogue with UNCDF country teams.  
  • Provide daily oversight to the small UNCDF operations team (1-3) (reporting to Brussels), which manages local finance, procurement and administration management of office space, equipment and transportation services. 
  • Identify and negotiate agreements with the UN and existing technology hubs and / or other partner in which to house the team and hubs. 
  • Work with the Results Measurement Analyst to develop a clear theory of change as it relates to digital innovation,a results measurement framework for UNCDF’s digital innovation efforts in each country and ensure the on-time and accurate reporting of results from partners market growth.
  • Work with the Global Learning Agenda team to develop the contribution of each country to the learnings agenda and develop the country Learning Agenda.
  • Take responsibility for the milestones agreed with UNCDF’s funder in regard to the innovation hubs in regard to the number of institutions and individual trained in innovative design thinking.
  • Do annual planning, budgeting, monitoring and reporting for these countries.  
  • Lead monthly progress calls on assigned countries, preparing agendas, leading calls, updating plans and logs.
  • Participate in UNCDF Regional annual Planning and Budgeting work, ensuring cooperation and coherence among regional initiatives.
  • Lead quarterly reporting to funders. Host calls, responding to requests and draft quarterly reports for the funders.
  • Work closely with the Results Measurement Analyst to develop a country Results Measurement Framework (RMF).
  • Participate in MM4P team meetings and events (2 – 3 times per year).  
  • Build a robust project pipeline of scalable and innovative digital solutions projects
  • Develop relationships with providers, government, investors, innovation hubs, start-ups and companies in each country to place UNCDF as a key player and strategic partner on digital finance and innovation.
  • In the innovation hubs, work with the Team and expert organizations to develop a method to accelerate innovation in a way that links smaller start-ups and entrepreneurs to larger companies.
  • Oversee expert organizations contracted to develop UNCDF’s innovation approach.
  • Oversee the development and management of a pipeline of projects with the objective to reach project KPIs on time and reach scale. 
  • Lead team to investigate opportunities to identify, vet and support projects around digital solutions that meets the need of low income people, including key SDG areas such as agriculture, education, health, energy, transport and employment.
  • Help the team set priorities, provide advice and assistance as required, and ensure compliance with policies and procedures related to Direct Technical and Financial Support.
  • Review, appraise and reject/endorse new project descriptions completed by the team and consultants.
  • Draft technical terms of reference for consultants to support partners, provide all technical input for procurement, drafting TORs and reviewing and evaluating technical proposals.
  • Develop regular contact (e.g. monthly) with selected partners, monitoring overall progress and satisfaction with UNCDF support.
  • Participate in quarterly project steering committee meetings for larger projects with partners’ senior management, resolve problems and seek opportunities for improving, expanding relationships. 
  • As needed, schedule field visits to check projects’ progress together with consultants and partners.
  • Review and respond to quarterly reports, ensuring partners are reporting on time and accurately, monitor progress and reporting under agreements and contracts, verify milestones and targets for disbursements.
  • Work with team to ensuring the regular communication and systematic sharing of information on current and planned projects.
  • Lead UNCDF’s fundraising efforts for digital finance and innovation in Asia and manage key stakeholders
  • Develop a contact list and regulator call schedule with potential funders of digital finance based in the region, including the country or regional missions of funders.
  • Assist partners in identifying opportunities with others, including recommending or fostering strategic, financial or technical partnerships.
  • Develop new concepts and ideas for programmes and projects that balance country priorities, funders priorities and UNCDF’s capacity in digital.
  • Draft concept notes and proposals to present to funders, particularly for LDCs.
  • Seek opportunities for coordinating and co-funding projects with other funders, ensure the program’s efforts complete those of other digital finance initiatives.
  • Act as primary resource person for digital solutions for UNCDF, UNDP and other funders, helping to provide information, make introductions, coordinating efforts around the programme.
  • Find ways to support the governments’ South-South agendas, to provide advice and guidance on their engagement on digital issues in LDCs, in particular.   
  • In close collaboration, implement UNCDF’s plan for policy and regulation; support the Central bank and Ministry of Finance of assigned countries and or other assigned line ministries (e.g. Ministry of Commerce or MOFCOM); organize technical assistance for policy and regulation.
  • Support the Better than Cash Alliance member services team on ways to support the government memberships and ultimately fulfilling its commitments to the alliance, such as: work closely with the Ministry of Finance and recommendations to convert payment flows from cash to digital.
  • Build relationships with the key private sector actors in the country, establishing high level relationships that can be used to build partnerships in other countries of interest.
  • Participate in industry working groups, providing thought leadership and identifying opportunities to build partnerships.
  • On an ad-hoc basis, provide on-going technical advice to partners (providers, regulators, funders), including sharing of information and updates on innovations.
  • Lead UNCDF’s Knowledge Generation, Communications, Learning and Sharing activities  
  • At the regional level: Work with the KM Associate to recruit and procure a strong communications firm for the Hub initiative, providing the necessary visibility to UNCDF, the UN and its funders.
  • At the country level:
  • Work closely with the KM team in Brussels to agree global learning agenda contribution of each country, to plan and deliver knowledge management and learning outcomes;
  • Help synthesize learnings from research and projects into short notes to share experience and lessons learned from partners;
  • Help draft press releases or short announcements of key UNCDF inclusive finance activities or achievements in country; 
  • Help drive the Community of Practice through multi-media (d-groups, yammer, etc.) and contributed to the overall MM4P social media presence in assigned countries;
  • Participate in local knowledge sharing networks on digital finance and innovation;
  • Identify learning, training, and knowledge sharing opportunities for partners and key stakeholders and provide scholarships for attendance;
  • In support of the country activities, propose sharing activities (workshops, researches, conferences, trainings, exposure visits, etc.) needed to educate stakeholders;
  • Collaborate with key partners and stakeholders for research and development of innovative, cutting-edge strategies and approaches to sharpen delivery of digital solutions;

At the global level:

  • Lead the implementation of one key area of MM4P’s global learning agenda, planning and implementing activities with other MM4P country teams to generate insights on the learning questions; 
  • Each year, provide several blogs for the UNCDF or other stakeholder’s websites highlighting lessons learned;  
  • Participate to key DF conferences;
  • Develop and provide annual Learning Plan for oneself and the team;
  • Attend approved trainings; share debriefing and value of training with the wider Practice community;
  • Support the Programme Management Unit in Brussels and the UNCDF Regional Office to ensure compliance with procedures and the smooth flow of information and support other corporate needs    
  • Participate to UNCDF team meetings to insure proper coordination and increase synergies.  Involve UNCDF country teams in strategic planning and ongoing monitoring.
  • Contribute to UNCDF regional fundraising efforts by UNCDF linked to digital innovation and in other proposals as requested, including in proposal development and agreement negotiation.
  • Support the program by reviewing and appraising projects from other countries.
  • Work closely with the Brussels PMU to manage the country budget revisions, reporting and analysis.
  • Work closely with the Research and Results Measurement Analyst (PMU) to coordinate and to contribute to the implementation of the Results Measurement Framework, including country-level data collection and project monitoring.
  • .Work closely with the Global Learning Agenda team to coordinate and to contribute to the implementation of the Global Learning Agenda, including country-level learnings collection and project monitoring.
  • Ensure country compliance and on-time delivery with policies and procedures (document storage, agendas, timesheet, meeting minutes, etc.)
  • Assist in implementation of mid-term and final evaluations of the programme.
  • Support the development of UNCDF programme and business strategies and to annual reviews.
  • Assist in UNCDF fundraising and relationship management with donors.
  • As requested, conduct DF scoping missions in other countries.
  • Provide corporate support to UNCDF as it relates to assigned countries and fully participate in UNCDF’s global planning, learning, communication and reporting activities.
  • Possesses expert knowledge of advanced concepts in to digital financial inclusion, a broad knowledge of related disciplines, as well as an in-depth knowledge of relevant organizational policies and procedures.
  • Knowledge of digital innovations and the methodologies used to support them;
  • Proven ability to get things done, managing multi-million dollar initiatives for results, preferably in digital finance.
  • Knowledge of national payment systems and technical infrastructure of payment and clearing systems.
  • Good understanding of legal and regulatory issues related to digital finance and solutions, such as know your customer and bank agency rules.
  • Experience working with the mass market, including rural or low income communities, preferably related to financial services.
  • Experience managing or conducting research, particularly related to product development or client demand, able to use research to foster change.
  • Experience working with an international donor organizations is a plus, but not mandatory.
  • Experience in agriculture, education, energy, transport and health sectors is a plus, but not mandatory.
  • Experience in working in the region is a plus, but not mandatory.
  • Comfortable managing a project team, with appropriate motivation, delegation and oversight, sets and monitors key performance indicators (KPIs).
  • Ability to lead a programme and a team for results, inspiring, leading, monitoring and getting results.

  • A Master’s degree in technology, economics, public/business administration, social sciences, or related discipline or alternatively a minimum of seven years of experience in relevant fields.  
  • A minimum of seven (7) years’ experience in progressively more responsible positions in the financial services and/or telecommunications field; of which 4 years’ experience working with digital finance or digital innovation and minimum of one (1) year working on digital innovation linked to digital finance.
  • Fluency in English required.Strong communication skills (comprehension, verbal communication).
