We are looking for an internal Regional Support Director to join our team in Oslo. and become is a member of the Regional Management Team. The Regional Support Director role is to assume overall accountability for the strategic development of Finance, HR, Logistics, and Administration functions in the region promoting learning and cost conscious culture. The Support Director has a responsibility to ensure holistic approach to the operations, integrated with the program support provided by the Program Director.

Background

The Asia Europe Region of NRC’s field operations is led and overseen from the regional team based in Oslo and including roving specialists, and covers country operations in Afghanistan, Iran, Myanmar, Bangladesh, Ukraine and Latin America. The Regional Office provides a range of strategic and operational oversight and support to countries within the Region. The Regional support staff work with core support functions of Finance, HR and Logistics to ensure compliance with NRC global strategy, policy and standards, and provide support with development of capacity. They work collaboratively and in a matrix structure with both the Global Function departments in, and with Country Directors, Heads of Support and managers in the support functions in country operations.

What you will do:

Manage performance and staff development of the Regional Support staff.  Ensure strategic development of Finance, HR, Recruitment, Logistics, IT and Administration functions to maximize support and oversight of the Country Offices.  Ensure development and implementation of adequate control mechanisms of NRC operations in the region, and that risks are minimised by monitoring compliance of country operations Facilitate guidance, support and capacity building related to the support functions in the region To enhance organizational learning, explore and create synergies between Country Offices related to Finance, HR, Logistics, and Administration  Ensure strengthening of awareness of anti-corruption and Code of Conduct in the region Liaise with CDs and Country Offices Heads of Support to ensure constructive communication between related Regional functions and Country Offices On behalf of the Regional Director, act as the main focal point for the region on new global strategies and global change projects relating to support functions (eg HR, Finance), at the development, implementation and review phases. Ensure implementation of, and adherence to NRCs global policies, initiatives and donor commitments relevant to the support functions.

What you will bring:

Minimum 7 years of relevant leadership/management experience within the humanitarian field Background in a relevant professional discipline combined with broad experience of operational management  Knowledge of the support functions; Finance, HR, Logistics and Administration Experience of effective change management Experience from working in complex and volatile contexts Fluency in English, both written and verbal Knowledge of the context in Asia Europe Experience with start-up, exit or similar Understanding of matrix structures Professional credibility to provide strategic leadership across a multi-disciplinary team and to provide strategic guidance to senior managers in country operations
