    Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

    The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

    Introduction

    The position reports to the ILO Regional Office for Latin America and the Caribbean, located in Lima, Peru but will be based in the ILO Decent Work Technical Support Team and Country Office for the South Cone of Latin America (DWT/CO-Santiago), in Santiago, Chile. The Regional Office (RO) has overall political and management responsibilities for the promotion of ILO principles, policies and decent work priorities in the region as well as for providing strategic guidance and support to all ILO Decent Work Technical Support Teams (DWTs) and Country Offices (COs) in the region. DWT/CO-Santiago covers Chile, Paraguay and Uruguay and also provides technical advice and support to the ILO Country Offices in Argentina and Brazil. DWT/CO-Santiago provides high-quality, timely and integrated technical support to Country Offices under its geographical competence in the design, implementation and monitoring of Decent Work Country Programmes and United Nations Sustainable Development Cooperation Frameworks.

    The Regional Specialist on Labour Economics will provide high-level technical advisory services in the field of employment and labour market policies, including inputs to macroeconomic and productive development frameworks and their relation to employment policies, labour market analysis, national sustainable development plans and other policy and operational strategies. The Specialist will coordinate programmes and activities required for the development of integrated and coherent policies and the promotion of decent work in line with the ILO Centenary Declaration for the Future of Work, the ILO Global Call to Action for a Human-Centered Recovery from the COVID-19 crisis, the 2030 UN Agenda for Sustainable Development and other relevant regional frameworks. The Specialist will provide technical support to ILO constituents for leveraging the expertise and knowledge, and developing effective policies aimed at promoting enabling environments for sustainable enterprises generating full, productive and freely chosen employment and decent work opportunities for all. The incumbent of the position will work in close collaboration with the COs and DWTs in the region as well as with relevant technical departments at ILO headquarters, UN entities and UN country teams, development banks and other relevant partners.

    The Specialist will report to the Regional Director and receive technical guidance from the Director of the Employment Policy Department at ILO headquarters. The Specialist will be a member of the ILO’s Global Technical Employment Team.

    Specific Duties

    1.Provide high-level technical advice and support to tripartite constituents, regional institutions, collaborative platforms and United Nations issue-based coalitions on matters related to productivity enhancement, macroeconomics, employment creation, labour market analysis and policies, decent work indicators, labour market information systems at national and regional levels, conditions for decent work, wage policies, formalization, and other relevant areas.
    2.Analyse and assess trends and developments across the region which have a direct bearing on the formulation and promotion of regional and national strategies, policies or programmes to promote productivity enhancement, employment-friendly macroeconomic policies, labour market functioning and employment creation.
    3.In close collaboration with specialists from the COs, DWTs, relevant departments at ILO headquarters, and other key counterparts, initiate, design, plan, lead, coordinate and conduct cutting-edge, evidence-based interdisciplinary and gender-responsive research and policy analysis of strategic labour, employment and economic issues.
    4.Provide technical inputs to the design, employment-impact assessment, review, monitoring and evaluation of the achievements of economic policies and integrated employment policy frameworks in the region. Provide high-level technical policy advice on strategies to promote productivity, economic growth, investment and employment creation and an enabling environment for sustainable development while promoting international labour standards and the ILO's Decent Work Agenda.
    5.Undertake policy advisory missions and capacity building initiatives in the countries of the region and advise governments, employers' and workers' organizations and other relevant institutions on the development and formulation of strategies, policies or programmes in the field of macro and micro- economics and labour market policies. This is with a view to bringing employment and the Decent Work Agenda to the centre of sustainable development policies, particularly in line with Sustainable Development Goal 8 on Decent Work and Economic Growth and the ILO Centenary Declaration for the Future of Work.
    6.Provide technical support and guidance on employment creation and macroeconomic issues to focal points of the COs and DWTs who participate in UN Country Teams, elaborating and contributing to Common Country Analyses and United Nations Sustainable Development Cooperation Frameworks, as well as Decent Work Country Programmes.

    7.Identify opportunities, develop and maintain close relations with governments, employers’ and workers’ organizations in the region in close collaboration with COs and DWTs, as well as with donors and development agencies, the United Nations system, including the Regional Commission, regional development banks and financial institutions and other national and multilateral agencies, academic institutions and think tanks involved in the research and formulation of employment and labour market policies and related issues. Organize joint activities and projects with a view to raising the ILO's visibility and disseminating knowledge on the Decent Work Agenda.
    8.Provide technical guidance on the design, development, and maintenance of a comprehensive regional database on labour market and decent work statistics including big data methods, as well as on the more general regional statistical agenda (considering the resolutions of the International Conference of Labour Statisticians), in close coordination with the Regional Specialist on Statistics. Coordinate the teams responsible for the preparation of reports and research publications based on the analysis of statistical data and multiple policy areas, in particular, the annual regional flagship “Labour Overview”, in collaboration with the Labour Analysis and Information System for Latin American and the Caribbean (SIALC), and other knowledge products.
    9.Provide technical inputs to the regional knowledge and information base on outcomes, lessons learned and good practices and promote knowledge-sharing among countries, sub-regions, regions, and with headquarters, as well as through UN system knowledge-sharing and collaborative platforms.
    10.Represent the ILO at policy-making levels and in conferences and meetings in the region.
    11.Coordinate regional efforts and foster resource mobilization initiatives, partnerships and multi-stakeholder collaborative initiatives and research on issues related to decent work in conformity with the priorities established by the Regional Office, in coordination with the Regional Programming Unit.
    12.Perform other relevant duties as assigned.
    These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

    Generic Duties

    1. Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
    2. Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.
    3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
    4. Assume full responsibility for policy formulation and providing policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
    5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
    6. Evaluate the efficiency and effectiveness of the project activities.
    7. Lead technical advisory missions.
    8. Conduct seminars, workshops and technical meetings.
    9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
    10. Write manuals and training guides on related topics.
    11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
    12. Monitor and coordinate research carried out by junior technical officers and external collaborators.
    13. Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General’s report to ILC).

      Required qualifications

      Education

      Advanced university degree (Master’s or equivalent) in economics or other relevant field. A first-level university degree (Bachelor’s or equivalent) in the afore-mentioned field or other relevant field with an additional two years of relevant experience, in addition to the required ten years of experience stated below, will be accepted in lieu of an advanced university degree.

      Experience

      At least ten years of experience, including at the international level in labour economics , labour market analysis and employment policy. Experience in publishing studies and articles based on research related to enabling environment for sustainable enterprises, the labour economics, employment policies or economic development. Relevant experience related to Latin America and the Caribbean would be an advantage.

      Languages

      Excellent command of Spanish and a working knowledge of English.

      Technical competencies

      Solid knowledge of development economics, employment and labor market-related issues. Solid knowledge of labour economic issues in the region. Demonstrated and recognized technical and /or managerial leadership in carrying out the objectives and policies of the related work unit; demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to development of ILO standards and technical guidelines; ability to prepare ILO strategy reports in the related field for program development; ability to provide policy advice; and the ability to manage large projects to coordinate activities among projects.

      Behavioural competencies

      Ability to work, collaborate and deliver under pressure. Demonstrated leadership and inter-personal skills. Excellent communication skills, both oral and written. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

      Conditions of employment

      • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
      • The first contract will be issued for a twenty-four month period.
      • A successful external candidate will be on probation for the first two years of assignment.
      • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
