The Asia Europe Latin America (AELA) Region of NRC’s field operations is led and overseen by the regional office which is based in Oslo, but includes remote staff working in other countries of the region. This team covers country operations in Afghanistan, Iran, Myanmar, Bangladesh and Latin America (Colombia, Ecuador, Panama, Venezuela, Honduras, El Salvador, Guatemala, and Mexico). 

NRC is committed to fulfil its compliance obligations and requirements in order to mitigate risk, increase accountability and improve quality.  Recognizing the high-risk of non-compliance, AELA established a Compliance and Risk Management Unit in 2020.  The purpose of this unit is to build a simple, scalable system that preserves the principle of subsidiarity and promotes accountability to manage risk and improve quality.  The Unit is supporting Country Management Groups (CMGs) to develop and manage Country Office (CO) compliance programs. Additionally, the Unit holds regional oversight of high-risk compliance issues in COs.   

Duties & Responsiblities

The purpose of this position is to support the Regional Head of Compliance and Risk Management in the ongoing establishment and running of the department.

Develop and implement tools and methods to measure compliance in delegated areas of high organisational risk in the region Provide technical support, advice and capacity building to Country Office staff and management groups on risk and compliance management Foster an organisational culture related to risk and compliance Implement compliance checks in countries within LA Region, providing regular reports to the Country Management Group (CMG) and the AELA Management Team through the Regional Head of Compliance and Risk Management Provide specialist technical support, advice and guidance to CMGs to strengthen their compliance management efforts through the development of tools and methods, technical support and sharing best practices Contribute to the contextualisation of new policies and procedures as well as the imbedding of internal control mechanisms In collaboration with the Senior Legal Advisor (Head Office) as well as external legal counsel, support Country Offices to understand and comply with legal regulations Contribute to the development of adequate compliance, risk management, and quality control mechanisms of NRC operations Take a leading role in training country risk and compliance staff on relevant procedures and assisting them to train staff in AELA countries

Skills & Experience

Minimum of 5 years of humanitarian management experience, including an oversight and control role Relevant experience in the design and implementation of compliance management programs Professional knowledge of compliance and risk management Fluency in English, both written and verbal, is required. A good level of Spanish, both written and verbal, is also required. Strong understanding of humanitarian operations Knowledge of organisational culture and cultural change Legal educational background is a strong asset

What We Offer 

Duty Station: Oslo, Norway (other locations may be negotiable) with travel up to 30%. Contract: 24 months. NRC’s Salary Scale: NRC offers a competitive compensation and benefits package.
