Context:

Under the direct supervision of the Regional Migration Data and Research Officer at the South Eastern Europe, Eastern Europe and Central Asia (SEEECA) Region, and in close coordination with the Regional Thematic Specialists (RTS), Chiefs of Mission (CoM) and Heads of Office (HoO), and relevant units in the Headquarters (HQ), the successful candidate will be responsible for the coordination and implementation of activities related to the collection, analysis, capacity-building, knowledge management, data analysis, and dissemination of migration data as part of the MIRAC funded project Effective Evidence Based Responses Through Strengthened Migration Data Collection in the SEEECA Region.

The successful candidate will provide technical support for the alignment of the Regional Strategy and country strategies with the International Organization for Migration’s (IOM) Migration Data Strategy and facilitate its implementation within the region, including by helping to strengthen the capacities in the area of migration data for IOM Country Offices (COs) and the Governments in the region. This will be done in close coordination with the RTS in the Regional Office (RO) in Vienna, IOM’s Displacement Tracking Matrix (DTM) Global support team in IOM HQ and the Global Migration Data Centre (GMDAC) in Berlin.

Core Functions / Responsibilities:

  1. Assist in the development, setup and implementation of new and ongoing data collection activities in SEEECA region in line both with objectives set in project document and in close alignment with broader strategic documents such as IOM Migration Data Strategy and Regional Strategy.

  2. Support COs in the adaptation of the data collection methodologies and tools while facilitating standardized implementation approaches to fit requirements at country level, while checking interoperability of the collected data at regional level.

  3. Coordinate and ensure timely implementation of project components in close coordination with concerned COs and with relevant units in the RO and HQ. Contribute to the development of a platform for knowledge exchange on migration data interventions among country missions and national stakeholders.

  4. Coordinate the development of capacity building materials, building on lessons learned and available resources within IOM, and support the delivery of specialized training sessions for IOM COs and national stakeholders.

  5. Coordinate, monitor and follow up on the production of in-depth analysis of available data, production of regular monthly reports and production of sub-regional analysis. Identify and encourage avenues for use of the data by IOM missions and external counterparts.

  6. Apply quality control mechanisms at all levels including data collection, data analysis and data products at country and regional level, in line with the Migration Data Strategy and Migration Data Governance Framework.

  7. Assist in the development of broader regional reports as required in coordination with direct supervisor to be used as a reference point for internal and external communication and visibility.

  8. Support the implementation of global projects and DTM initiatives that have region-specific or global outcomes, as requested by the global DTM support team and in coordination with the respective RTS.

  9. Participate in relevant meetings and undertake duty travel relating to the project implementation including set up of data collection, liaison with counterparts, provision of technical guidance and information, and set up of new project/programs, as required; provide regular information update to relevant units at the RO.

  10. Facilitate the mainstreaming of diversity (including gender beyond binary denomination, vulnerable groups) in relevant aspects of the project activities.

  11. Provide technical inputs to support, in close coordination with COs, operational partnerships with central and local authorities, service providers, agencies, and Non-Governmental Organization (NGO) partners to help ensure effective implementation of the activities at local and national levels.

  12. Provide technical support for relationship-building/enhancement with United Nations (UN) agencies, international NGOs, and others for the purpose of improving the quality and relevance of information analysis.

  13. Ensure that all data collection, storage, analysis, and dissemination is in line with IOM’s data protection principles.

  14. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Studies, Economics, Statistics, Computer Information Systems or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the development and implementation of DTM or similar assessment and information management activities;

• Experience in Information Management, in mixed-migration context; management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products in emergencies and post-crisis operations; • Experience working in international organizations and familiarity with the UN and IOM migration data systems;

• Experience with handling confidential data in line with IOM Data Protection Principles.

Skills

• Demonstrated ability to coordinate activities and implementation at medium to large scale operations.

• Demonstrated ability for leadership in the context of partnership building and consensual decision-making.

• Demonstrated understanding of different data collection methodologies;• Knowledge and understanding of relational data theory.

• Knowledge in data visualization and information design skills.

• Ability to formulate IM-related technical requirements and operating procedures.

• Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa.

• Ability to compile and holistically analyse diverse datasets.

• Excellent analysis and writing skills (reports, dashboards, proposal development) coupled with a good understanding of data visualization.

• Proven skills to analyse statistical information.

• Demonstrated team building and information management skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written).

Working knowledge of French, Spanish, German, Russian and/or any other language of the region is an advantage.
