The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Latin America and the Caribbean (LAC) is one of its Regional Offices based in Panama. UNEP Caribbean Sub-Regional Office (SRO), located in Kingston, Jamaica, is a catalyst, advocate, educator and facilitator to promote the wise use and sustainable development of the Caribbean environment.

UNEP is guided by the United Nations Environment Assembly (UNEA) that adopts the Medium-Term Strategy (MTS) and the Programme of Work (PoW). The new Programme of Work (2022-2023) and Medium-Term Strategy (2022-2025) includes three substantive areas namely, Climate Change, Biodiversity, and Chemicals, Air Quality and Waste.

UNEP is an implementing partner in the European Union (EU) Action for the Caribbean financed by the 11th European Development Fund on circular economy in general and of solid waste management in particular. The Action seeks to improve the resource efficiency of Caribbean economies and is aligned with the EU’s Green Deal, including green economy approaches and obligations regarding Nationally Determined Contributions (NDCs). UNEP’s support will focus on the normative, knowledge and policy engagement components of the Action, strengthening national legislative frameworks and facilitating sub-regional and Caribbean- wide action.

The geographic scope of the Action includes the Caribbean Forum (CARIFORUM) Member States (Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, Trinidad and Tobago) and Cuba. Other partners of the Action programme include the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) and the Agence Francaise de Developpment (AFD), who will be focused on piloting technical interventions in selected countries. UNEP will promote uptake of best practices, lessons learned and appropriate and successful technology options.

Under the general direction of the Head of the Caribbean Subregional Office and the overall guidance of the Regional Sub-Programme Coordinator for Chemicals, Waste & Air Quality of UNEP LAC, the incumbent’s work will include the management and coordination of the project implementation. The incumbent will be responsible for the following functions: Responsibilities

* Manage the day-to-day implementation of the workplan and budget of the Project based on the UNEP and EU Project Documents.
* Coordinate the work and facilitates the meetings and communications to and from the different bodies created under the Project; act as a secretary for the Project Steering Committee; develop the agenda for the PSC meetings, and prepares all technical background documentation in consultation with others partners.
* Directly supervise the day-to-day work of the Project Coordination Unit through a team consisting of technical and administrative staff and consultants.
* Coordinate and assist in the supervision of the procurement processes and hiring of project personnel (staff, consultants), services and goods, including the quality control of terms of reference or other bidding documents, ensuring that the specifications and procedures are according to UNEP requirements.
* Support the development, processing and execution of agreements with implementing partners.
* Provide day to day technical inputs into various project planning and implementation processes.
* Coordinate and support the implementation of the UNEP related project activities.
* Ensure coordination with other implementing partners, including in the execution of pilot and demonstration projects.
* Oversee the development of information and knowledge management tools to ensure evaluation, monitoring and replication activities.
* Oversee and direct the organization and execution of capacity building activities including workshops, training sessions, conferences and other meetings required by the workplan.
* Oversee and direct the development of communication, outreach and awareness raising activities, taking into account the Communication and Visibility strategy of the action; promote actively the EU and UNEP principles and the project components in all relevant media and fora.
* Liaise, engage, consult with and network with relevant partners and stakeholders.
* Organize and supervise the project related reporting activities, including to the European Union and to the Project Steering Committee, ensuring adherence to the technical, administrative and financial reporting requirements.
* Manage the finances and related administrative and financial reports, as well as the acquisition of equipment, goods and services, as appropriate.
* Support related leverage and resource mobilizations activities, including drafting of concept notes and project proposals.
* Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
* Perform other duties as required. Competencies

An advanced university degree (Master’s degree, or equivalent) in engineering, environmental sciences, natural resources management, business administration, economics and finance, law, or related field is required.

A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Additional studies or specific training in project management is desirable.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of five (5) years of progressively responsible work experience in project coordination and management is required.

A minimum of three (3) years of work experience in solid waste management and circular economy is required.

Experience in leading, organizing and supervising work teams is desired.

Work experience in a UN system agency, similar international organization or the European Union is desirable.

Experience in the Caribbean region, including knowledge of relevant regional and national stakeholders, is desirable.

Two (2) years or more of experience in data analytics or related area is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of Spanish is desirable.
