The Asia and Latin America Region (ALAR) is overseeing the Country Offices (COs) and their operations and provides strategic guidance across the core programme, advocacy, and support functions. The Regional Programme Unit, led by the Regional Programme Director, supports with development of capacity in core competencies and cross-cutting themes, takes lead regionally on donor relations, monitoring and evaluation, partnership, and other specialist areas. .  The regional M&E team, led by the Regional M&E manager is based in the Regional Programme Unit, and it is responsible for the implementation of the NRC Global M&E Framework, policies, and guidelines. It is also responsible for strategic direction and technical developments for M&E in the region.  

ALAR’s regional strategy prioritizes implementation of effective and accountable M&E systems that produce high quality evidence. One of the core objectives of the regional strategy is to advance learning at all levels and ensure effective use of M&E evidence throughout the programming cycle. In this context region is undertaking several exciting initiatives, and to fulfill regional ambition for M&E and learning - we are investing additional resources and expanding our team.

We are looking for an experienced M&E advisor with a strong background in quantitative and qualitative methods including implementation of evaluations and research, excellent analytical skills, development and roll out of tools and guidance, and solid experience with capacity strengthening for M&E in various contexts.

What you will do 

You will be responsible for supporting the implementation of the regional M&E strategic priorities and NRC global M&E framework in ALAR. This includes providing technical support and capacity building for M&E systems across the region as well as leading specific initiatives in the region.

Some of your day-to-day tasks will include; 

Roll out of the specific regional and global M&E guidance in the region: M&E in partnership guidance, M&E in hard-to-reach, M&E in first line response, M&E in the protection of violence programme (and/or other as per the regional priorities); This includes coordination training, technical support and follow up and may involve development or adaptation of specific training materials (in person and/or remote methodologies); Lead the work on strengthening outcome monitoring in the COs for several programmatic areas as per the identified regional priorities; This includes support with indicators, improvement of tools and methodologies, analysis and synthesis of quantitative and qualitative data Specifically contribute to CO’s capacity to collect, analyse and synthesize qualitative data through training, guidance, technical support, mentoring, and coaching; Provide technical support to prioritized COs with implementing and managing evaluations according to the NRC evaluation handbook and guidance; including piloting of the tool for assessing the quality of evaluation report Provide technical support and guidance to prioritized COs in the region with M&E in hard-to-reach and remote settings including the adaptation of the SoPs for M&E, adaptation/contextualization of the NRC guidance; and development of the specific training and guiding material For prioritized COs, conduct in-depth analysis of the M&E system (or its specific domains) in terms of compliance with the M&E minimum standards; identify areas of improvement and specific follow-up actions Provide specific analysis, synthesis, and learning products/reports for use at the regional level e.g. conducting analysis at the regional level of output and outcome data from NRC’s global reporting system, and evaluations where relevant (i.e. linked with triannual reporting on strategy progress, programme results review, thematic review or strategy review/development process) 

What you will bring 

Five to seven years of work experience at a senior level in monitoring and evaluation. Advanced degree in economics, research methods, social sciences or a related field.  Solid Experience in evaluation or research methods - qualitative and quantitative data analysis and tools.  Advanced analytical skills (complex research, systems development and evaluations). Very good experience and familiarity with various software packages for quantitative and qualitative data analysis (advanced knowledge of Excel; SPSS, STATA, Epi Info, or R; NVivo, MAXQDA, or ATLAS…) Experience working in complex and volatile contexts. Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods. Documented/proven results related to the position’s responsibilities. Fluency in English, both written and verbal  Fluency in Spanish will be an added value  Experience with capacity building and delivering /leading on M&E in remote management or hard-to-reach context. Specific experience with qualitative methods and approaches, use of the tools for qualitative data analysis and coding and training in this area.
