Context:

The International Organization for Migration (IOM) Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action as well as to provide programmatic and administrative support, in line with the overall priorities and policies of the Organization, to the countries within its region.

Under the direct supervision of the Regional Director (RD) for Asia and the Pacific based in Bangkok, Thailand and the thematic oversight of the Head of the Migration, Environment and Climate Change (MECC) Division at Headquarters (HQ), the successful candidate will act as a regional thematic resource person; monitors and analyses regional thematic trends; supports regional thematic project development, and reviews and endorses projects related to his/her thematic area in Asia and the Pacific.

Core Functions / Responsibilities:

  1. Act as a thematic resource person providing support to Country Offices (CO) in the region. Contribute to building the capacity of IOM staff in migration, environment and climate change (MECC) through a combination of formal training and on-the-job mentoring.

  2. Act as the main counterpart to the MECC Division in HQ, ensure coordination, knowledge exchange and information flows between the MECC Division and ROAP.

  3. Provide technical guidance and inputs to ensure that environment and climate change dimensions are integrated into relevant programmes, projects and strategies and support the implementation of the IOM Strategic Vision and ROAP Regional Strategy and develop cross-thematic activities, in close coordination with Regional Thematic Specialists (RTSs) and relevant colleagues.

  4. Provide technical guidance to governments and other agencies working on MECC issues including but not limited to technical support to United Nations (UN) Sustainable Development Cooperation Framework in coordination with COs, and implementation of the Global Compact on Migration. Liaise with donors, regional organizations, UN and intergovernmental agencies in particular contribute to Regional Collaborative Platform for Asia and the Pacific and the Issue-Based Coalitions, partner organizations in public and/or private sector in close collaboration with MECC HQ to develop partnerships and identify potential joint-activities on MECC.

  5. Identify emerging issues relevant to the thematic area and strengthen the knowledge base and develop regional thematic guidance notes, information sheets and policy documents and reports in coordination with the Regional Liaison and Policy Officer (RLPO), CO, the MECC Division and relevant HQ Division(s).

  6. Provide thematic guidance to Project Managers through sharing information and providing general technical support upon request from CO in coordination with relevant ROAP colleagues.

  7. Contribute to the development and implementation of regional and multi-country MECC strategies, programmes and projects and identify synergies between thematic areas in close coordination with the Regional Project Development Officer (RPDO). Provide MECC thematic inputs in the development of IOM national and sub-regional strategies.

  8. Review, endorse, and track project proposals developed by CO in the region, coordinate and provide regular updates to the MECC HQ Division on projects endorsed. Ensure that all endorsed projects are: (a) Consistent with the IOM Constitution, IOM Strategy and the Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies; (b) Coherent, relevant, and feasible, and take into account good practices in the respective migration/thematic area(s); and, (c) Developed according to IOM’s project development procedures as established in the IOM Handbook on Projects.

  9. Participate in and actively contribute to IOM’s network of RTSs globally, analyse and share best practices with MECC Divisions and other relevant HQ Divisions and COs.

  10. Represent IOM in the region by actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Regional Director, in coordination with MECC Division when relevant.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Science, Migration, Environmental Studies, Law, Management or a related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Advanced understanding of and experience in migration, environment and climate change issues;

• Experience in project development, review, monitoring and implementation in the thematic area;

• Experience in the field of migration issues, including operational and field experience, project development, management and reporting;

• Experience and sound knowledge of international fora and policy processes in the areas of migration, climate change, environment;

• Experience in liaising with governmental authorities, donors, academia, other national/international institutions and NGOs;

• Proven experience and flexibility to coordinate contributions from diverse stakeholders;

• Experience of regional issues a distinct advantage.

Skills

• Knowledge of MS Office suite (word, excel, PowerPoint, outlook, etc).

• Knowledge of the Humanitarian and Development Nexus.

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.

• Knowledge of UN and bilateral donor programming.

• Excellent team building skills with a track record in team coordination and building trust.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
