NRC’s programmes and advocacy support families affected by conflict in the shelter, Food security and livelihoods, education, water and sanitation, camp management, and legal assistance sectors. NRC has over 1,300 employees working on the NRC regional response.
NRC’s Central and West Africa Regional Office (CWARO) located in Dakar, Senegal is quite a recent regional office. It was moved from Oslo, Norway to Dakar, Senegal in March 2018 and started being operational in the summer of 2018.
The CWA region is composed of Country Offices in Mali, the Central African Republic (CAR), the Democratic Republic of the Congo (DRC), North-east Nigeria, Cameroon and a new country office in Niger and Burkina Faso. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements numbers due to conflict. Displacement across the region is fluid and complex. Across the region new displacements occur alongside secondary displacements of people who are trying to return home, but often find themselves unable to reach their place of origin. An increasing number of people across the region live in protracted displacement, and are dependent on humanitarian assistance for survival.
The Central and West Africa Regional Office is overseeing the country programmes in the region, and provides strategic guidance across core programme, advocacy and support functions
The Regional Livelihoods & Food Security Core Competency Adviser is the organisation’s regional expert within Livelihoods and Food Security core competency.
He/She assume the overall responsibility for the development of the core competency strategy and growth of the overall core competency programme in the region.

He/She reports to the Regional Programme Director

Duties and responsibilities

  • Compliance and adherence to NRC policies, guidance and procedures Provide strategic advice and technical support to the Country Offices in the region on relevant Livelihood and food security core competency or cross-cutting issues
  • Support the development of country/regional Livelihood and food security strategies and implementation plans, including review of MLFA
  • Support and monitor country programme compliance with the Programme Policy and respective quality assurances
  • Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting
  • Ensure that best practices are identified, documented and disseminated both within the region and beyond
  • Provide capacity development across Country Offices in the region and the Regional Office
  • Identify and develop regional advocacy issues related to the core competence and relevant cross cutting issues
  • Contribute to global programme development projects and manage regional programme development projects
  • Build relationships with key stakeholders at a strategic level and represent NRC in policy and coordination fora at regional and global level and engage in fundraising
  • Contribute to the adaptation of NRC’s global Livelihoods and Food Security programme approaches and the development of guidelines, tools and innovative approaches based on research of trends and the learning from the country offices.
  • Mentoring and coaching of Livelihood and Food Security staff in country offices in the region
  • Responsible for regional contextual analysis on food insecurity trends in the region and produce regular updates and information products
  • Accountable for resource mobilization and fundraising for regional programme development related to Livelihoods and Food Security.
  • Support establishment of strategic partnerships in line with core competency global and regional priorities
  • Contribute to the strategic positioning of NRC through an adequate and high quality Livelihoods and Food Security programme response in the establishing phase of new country operations.

Qualification

We are looking for An analytic, strategic and result driven specialist with minimum 5 years of relevant professional experience as a manager within the humanitarian field, including experience of working as an adviser.

A candidate who has deep knowledge in Livelihood and Food Security and experience in drafting and encouraging implementation of policy/strategic guidance and developing practical tools and resources.
A dedicated specialist who can plan and deliver result and is able to work independently and manage conflicting priorities.
Fluent in English and French, both written and verbal is a must as well as documented results related to the position’s responsibility. NRC experience is an advantage.

Duty Station: Dakar, Senegal with 30% travel to country offices

Designation of duty station: Family duty station (no accompanied benefit)

Salary: Grade 9 according to NRC's salary scale
