Following the widespread devastations caused by Cyclones ldai and Kenneth, the Government and its international partners began the long and challenging emergency response and recovery efforts. The severity of the damage and loss, estimated at 3.2 billion, plus the underlying vulnerability and limited capacity in the affected areas have made the recovery effort much more difficult. UNDP has been supporting the Government of Mozambique from the inception including providing policy and technical support for the International Pledging Conference that took place on 31st May and 1st June 2019 in the city of Beira. The International Pledging Conference yielded $1.3 billion in pledges from development partners. Both Government and development partners underscored the importance of building resilience and fast-tracking implementation.

Drawing from the Post Disaster Needs Assessment (PDNA) and the Disaster Recovery Framework (ORF), UNDP's vision of the cyclone recovery programme in Mozambique arises from key considerations related to development, governance and resilience. To realize this vision, UNDP has established a Recovery Facility funded through a UNDP-led multi-donor Basket Fund as an agile tool to implement short-to-long term recovery activities that will contribute to addressing the root causes of vulnerability and build resilience to future disaster. It has three important pillars:

(1) Help the communities recover from the impact of cyclone and floods and rebuild their assets and livelihoods with a focus on women and persons with disabilities;

(2) Rebuilding public and community infrastructure to bounce back from the disaster; and

(3) Develop national capacities and systems to plan and implement the recovery and resilience programme.

The Recovery Facility is being funded with the support of resources from the European Union, Canada, Finland, Netherlands and Norway along with UNDP. The programme's total budget is

$72.2 million. Given the mandate of the programme, size of resources and the imperative of fast­ tracking implementation, UNDP has decided to establish a dedicated Programme Management Unit based in Beira.

In order to fulfill this mandate, under the guidance and supervision of the Programme Manager of the Programme Management Unit, the Reporting, Monitoring and Evaluation Specialist will be responsible for the design and implementation of the monitoring and evaluations plans, strategies and activities. He/she will also have a key role for the due reporting process with the objective of systematically communicating and ensuring accountability of results of the several reconstruction and recovery activities with the Government, development partners and others as applicable.

 

Task Description:

  • Design and implement results-based monitoring and evaluation tools, plans, strategies and activities;
  • Develop and implement a monitoring and evaluation plan for the Recovery Facility and its associated pillars;
  • Prepare reports as per the requirements of the Programme Steering Committee under the leadership of the Programme Coordinator;
  • Prepare reports as per the requirements of the Donors participating in the Recovery Facility with particular emphasis on the European Union;
  • Provide support in the design of programmes, projects and activities document to ensure the appropriate application of monitoring and evaluation, quality assurance and internal control mechanisms;
  • Provide and track key indicators in line with the Disaster Recovery Framework (DRF) and other relevant working documents;
  • Produce and commission monitoring and evaluations-related documents and reports. Provide support for the preparation of Terms of Reference (ToR) and oversight of reports production where appropriate;
  • Plan, manage and oversee thematic, programme, projects evaluations, assessments and studies;
  • Participate in joint monitoring and evaluation exercises with partners and stakeholders;
  • Maintain close dialogue with partners including government institutions, CSOs, academia and private sector for M&E activities;
  • Organize, coordinate and lead monitoring and evaluation missions and events;
  • Follow up and support the implementation of recommendations arisen from M&E activities proposing adequate management response and actions and ensure proper communication of results.
  • Ensure quality assurance/control and compliance with stablished M&E standards of Programme Management Unit and funding partners requirements;
  • Provide guidance on monitoring and evaluation policies, procedures  and practices  to the Programme Management Unit;
  • Prepare Terms of Reference (TOR) and participate in recruitment process providingtechnical and financial evaluations;
  • Facilitate knowledge management and ensure programme, projects and activities are informed by lessons learnt arisen from reviews and evaluations;
  • Participate in monitoring and evaluation capacity-building events and trainings and facilitate the dissemination of knowledge and expertise acquired within the Programme Management Unit and among relevant partners and stakeholders.

Education:

Master's degree or equivalent  in  International  Relations, Political Science, Economics or related social sciences. Applicants with bachelor's degree combined with relevant experience might be considered.

Expereience:

Required:

  • At least 2 years of relevant experience in development issues;
  • Vast experience in monitoring and evaluation and project management;
  • Experience in preparing results reports in the development field;
  • Proven experience in  coordinating  and  communicating with government institutions, the  United  Nations,  CSOs and academia.

Desirable:

  • Research experience using a variety of analytical tools and methods for causality analysis, forecasting, and other data modelling needs;
  • Knowledge of monitoring, evaluation and reporting requirements of the European Union;
  • Prior experience in preparing reports for international development partners with particular reference to the European Union.

Language:

  • Fluency in Portuguese and English is mandatory.
