Background

Duties and Responsibilities

The incumbent will work under the overall guidance of the Regional Diretor of UNODC Regional Office in Senegal (ROSEN) and the direct supervision of the UNODC National Programme Coordinator in Cabo Verde, the Senior Law enforcement Advisor based at the Programme Office in Praia, will also liaise and cooperate closely with relevant substantive sections at ROSEN and at UNODC headquarters, especially the CRIMJUST Global Programme Team, in particular: Provide expert law enforcement advice and assistance in the implementation of UNODC Project “Strengthening the Capacities of Cabo Verde’s Criminal Justice Institutions to Address Transnational Organized Crime”- under CRIMJUST Global Programme.

Provide technical assistance in the implementation of the ROSEN/UNODC Cabo Verde Programme activities by developing and implementing its law enforcement component.

Develop information systems for collection and analysis of relevant data on the Criminal Justice System to assist in monitoring the effectiveness of the impact of project activities;

Contribute to the timely implementation of planned activities as identified in the work plans and technically assist national partners to implementation of the project activities;

  • Design training curricula in collaboration with relevant national agencies (i.e., criminal justice institutions) and develop standardized training materials, reference guides, SOPs, and manuals, capacity building packages for prosecutors, investigators and judiciary at national level and promote their use and application through the implementation of capacity-building activities;
  • Participate as a resource person to facilitate workshops, seminars and training courses;
  • Provide advice and support and technical input on ongoing reform, as needed, and in line with the UN Convention against Transnational Organized Crime, the UN Drug Control Conventions, and the UN Convention against Corruption;
  • Contribute to the development of the UNODC national programme and support delivery of law enforcement and criminal justice component of other UNODC projects in the Region, including on illicit trafficking, money laundering to ensure synergy in implementation of the UNODC technical assistance package;
  • Prepare background material and any other executive level support for reports, speeches, and presentations requested by the Programme Coordinator;
  • Provide information necessary for making strategic decisions, requests, expenditure and recommendations by the Programme Coordinator, according to agreed guidelines and policies;
  • Liaise with the national counterparts and key resource persons involved in the programme/project activities in Cabo Verde in order to assess the priority needs and facilitate the participation of relevant counterparts in project activities;
  • Assist in the preparation of annual work plans, semi-annual, annual project progress reports (PPR) including financial reports and/or statements of account, mid-term review reports, which will include briefings on the lessons learnt;
  • Participate in specific meetings of UN Theme Group and others relevant UN meetings if requested;
  • Contribute to the implementation, monitoring and evaluation of UNODC Project/programme activities and prepare relevant reports;
  • Support visibility of project implementation through the drafting of web stories and other communication documents as required;
  • Perform any other duty or special assignment, as required.

Required Skills and Experience

Academic requirements: An advanced University degree (Master’s degree or equivalent) in the field of criminology, law or education from a recognized university, national police, customs or other law enforcement institute. A first-level university degree or equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in criminal justice, crime prevention crime prevention, criminal investigation, law enforcement, border management, border working techniques and/or other related areas, in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification or other qualification in training design and delivery is an advantage.

Experience: At least 7 years of relevant and progressively responsible work experience in law enforcement and investigation of organized crime, intelligence, etc., as well as practical experience in working in law enforcement crime units at the national and/or international level is required: Work Experience in drug trafficking and organized crime, working closely with police, prosecutors, judges, customs personnel, financial professionals and other relevant disciplines involved in the criminal justice system is required

Work experience in mentoring, training and supporting national law enforcement agencies in charge of illicit trafficking and countering organized crime is a strong asset;

Work experience in Cabo Verde in the field of law enforcement, is an advantage;

3 years of experience in project management, monitoring and evaluation is desirable;

Experience of working in a multi-cultural environment in Africa is desirable;

Languages: Fluency in Portuguese and English is required. Knowledge of French will be an asset.

Computer skills: Knowledge and experience in working with Word, Excel, and Power Point.

Other skills: Excellent communication skills, both written and oral.
