Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Data Centre (IDC) Division that collects, processes and analyses monitoring data originating from the facilities of the International monitoring System (IMS). These are based on four different sensor technologies (seismic, hydroacoustic, infrasound and radionuclide).

The Scientific Methods Unit, under the Software Applications Section, International Data Centre Division is responsible for providing expert technical assistance to the organization, evaluating and supporting data analysis, and developing advanced analysis methods.

Duties and Responsibilities

Lead the development of the process and methods for executing Expert Technical Analysis (ETA) with a focus on radionuclide events when requested by Member States in accordance with Treaty guidance and to fulfil a requirement of Verification and Acceptance Testing; Lead the development of expert analysis based on atmospheric transport modelling (ATM) methods used for executing ETAs, in addition to identifying algorithms and methods, this requires identifying and leading software development efforts for relevant methods; Lead the scientific method enhancements for standard radionuclide products and lead the development of fusion of radionuclide and waveform data; Serve as project manager, plan work and communicate requirements to team (which may include contractors), work with procurement team, and give briefings; Provide guidance and training to trainees assigned to the Section; Perform other duties as assigned.

Education

Advanced university degree in nuclear physics, nuclear engineering, or a related field;

Work Experience and Qualifications

At least seven (7) years relevant working experience with radionuclide data. Particular expertise working in nuclear explosion monitoring, and experience with more than one data type is desirable; Relevant experience in project management and coordination of contractor work is required, including Agile software development; Deep scientific knowledge of commonly used methods for determining characteristics of radionuclide events of interest (e.g. event zero time, event characterization, possible source region, data fusion, etc.) using particulate and noble gas radionuclide data is required; Software skills in Unix, SQL, C++, Python are highly desirable; Capacity to work on a variety of projects simultaneously, adjusting to priorities and achieving results with agreed objectives and deadlines;

Languages

Excellent written and oral communication skills in English are essential; Knowledge of other official CTBTO languages is desirable (Arabic, Chinese, French, Russian and Spanish).

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.

Short Term Appointments shall initially be made under a contract for a period not to exceed 364 days, subject to the successful completion of the probation period set forth in the Letter of Appointment.
