Public Private Partnership Advisor, PNG Electrification Partnership (PEP)

RTI International is requesting applications for a Public Private Partnership Advisor on a USAID-funded energy project in Papua New Guinea. The goal of the USAID PNG Electrification Partnership (PEP) Activity is to contribute significantly to achieving the goal of 70% electrification by 2030.

Summary:

The Public Private Partnership Advisor provides technical support for the development of a pipeline of bankable projects, forging partnerships and provision of transaction advisory support to facilitate increased investment in the energy sector. This position is based in Port Moresby, PNG/ requires travel to Port Moresby, PNG.

Responsibilities:

Support the development of partnerships that facilitate increased energy sector investment and mitigate risk for project developers. This can include providing recommendations on possible working relationship/cooperation with existing local players, keen international companies, PNG government entities and other stakeholders. Coordination with relevant PNG government authorities, private companies and stakeholders to facilitate the implementation of projects where USAID-PEP is providing technical assistance. Activities include monitoring the progress, identifying and addressing the bottlenecks and supporting tasks in various project stages (i.e., consultant recruitment, information exchange, provide inputs to feasibility studies etc.) Lead awareness building, technical support and investment promotion activities that facilitate the private sector’s entry into the energy sector, specifically through capacity building on public-private partnership with implementing agencies and authorities, such as PNG Power Limited (PPL), provincial government etc. Catalyze the substantial private sector interest in developing a robust pipeline of projects that includes off grid by identifying viable sites. Provide technical expertise on project modalities and transaction to attract private sector investment. Support activities in developing a database of private sector firms and investor guidebook and pitchbook.

Required minimum qualification and experience:

Minimum Bachelor’s in finance, economics, international development or a related field and 12 years of relevant experience or Master’s degree in finance, economics, international development or a related field and 10 years of related experience. Extensive experience working on private sector investment preferably within the power sector; experience working on a donor-funded projects is a plus. Experience in deal structuring and implementation; PPPs; transaction advice; project bankability analysis; technical, regulatory, and legal due diligence for PPP projects.

Knowledge, Skills and Abilities:

Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. Strong oral/written communication skills and ability to communicate at multiple levels in the organization: and ability to coordinate activities with officials from host country government, US Government, NGO’s, and other agencies. Ability to build effective relationships with all clients, peers, and stakeholders. Ability to work hands-on, independently, and within team. Strong organizational and interpersonal skills and ability to work in a team-oriented setting. Experience in general business administration and financial management. Strong computer skills including Microsoft Office. English language proficiency.
