Background

RTI International is working with UNICEF to undertake a research project in the state of Palestine. Its goal is to build cost-benefit evidence to inform policies, budget allocation and services to integrate mental health and psychosocial support in education settings in the context of humanitarian and development programs. The project will involve stakeholders in each country to identify relevant policy and program interventions and data that can be used to generate this national-level cost-benefit evidence.

We are seeking experienced part-time consultants based in each country to gather feedback and recommendations from national stakeholders to guide the research, collect relevant data from country sources, and coordinate presentation of the research results to national stakeholders.

Activities

Under the direction and guidance of the RTI project team:

  • Identify relevant national stakeholders to invite to planning workshops (government officials – education and health, academics, civil society organizations – with relevance to or direct experience of mental health and psychosocial support provision in schools (MHPSS))
  • Organize and facilitate one country planning workshop with the agreed stakeholder audience.
  • Prepare detailed technical notes from the workshop based on stakeholder insights, examples, and recommendations in an agreed format
  • Attend virtual meetings of the country technical advisory committee.
  • Collect country documents on policies related to MHPSS including government strategy and policy documents, evaluations, briefing papers, and any civil society or academic reports related to MHPSS in the country.
  • Support the global team in collecting specific health, education, and economic data from country sources.
  • Review the draft country report and associated manuscript and provide advice as required to the global team.
  • In coordination with the global team and UNICEF country office, organize an event to present the results of the country cost-benefit of MHPSS study.

    Experience and Skills

    • Masters level qualification in education or public health and at least 2 years of work experience, or bachelor’s degree and at least 8 years of work experience in education or public health
    • Familiarity with the humanitarian sector, mental health, or adolescent health in the country
    • Legal authorization to work in Palestine
    • Residence in Palestine
    • Stakeholder workshop facilitation skills
    • Familiarity with qualitative research methods
    • Excellent organizational skills
    • Strong standard of written and spoken Arabic and English
