Project Summary:

The Promoting Justice Project (PROJUST) is a five (5)-year initiative funded by USAID, with the objective of providing customized direct and indirect support at the state and national levels for the final push towards the June 2016 Constitutional Criminal Justice Reform (CJR) deadline for full transition to the New Criminal Justice System (NCJS), in implementation since 2008. This support will contribute to broader U.S. Government (USG) and Government of Mexico (GoM) efforts to mitigate conflict, reduce impunity, and promote a more transparent and efficient justice system in Mexico. The project is organized into five (5) tasks: advance legislative reform; increase prosecutorial & judicial effectiveness; increase public support for the NCJS; strengthen analytic & quality control capabilities of targeted justice institutions; and increase access to justice & improve victims’ assistance.

Position Summary:

The public defense technical specialist consultant will support the processes of implementation of the criminal justice system reform in the public defender (PD)'s Offices of the objective states of the PROJUSTICIA Program, and will establish contact with the various PD offices as well as with other institutions of justice to increase the capacities of its defenders. The technical specialist will be involved with justice institutions to identify best practices as well as areas of opportunity for proposing specialized activities that support judicial reform. The consultant will maintain constant communication with the various PD Offices and justice institutions to know and assist in resolving the areas of opportunity detected. The consultant will be responsible for directing the development of tools, manuals, protocols, as well as technical assistance and training for PD operators for implementation and strengthening. This assignment is based in Mexico. Cities and regions may vary depending on specific work needed.


  • Provide technical support to PROJUST for the execution of work plan activities in the public defender’s office.
  • Meet with authorities in the justice sector and execute constant visits to local institutions responsible for monitoring the implementation of penal reform.
  • Draft minutes of work sessions and technical assistance.
  • Write reports on activities in the entities as part of responsibility to the monitoring and evaluation team of the investigation.
  • Provide logistic support to PROJUST for the execution of activities under its charge.
  • Develop standards, indicators, protocols, and other instruments for the proper operation of the justice system.
  • Use institutional diagnoses to design instruments for improvement for the operation and implementation of the new criminal justice system.
  • Develop technical activities according to the expertise of the public ombudsman's office.
  • Direct and guide the design and implementation of the management model (manuals, protocols, instruments, standards and indicators) of public defender's offices.
  • Design and supervise the implementation of models, mechanisms, or procedures for monitoring and continuous improvement.


  • Bachelor’s and Law degree required.
  • Strong familiarity and understanding of the Mexican justice sector and cultural context.
  • Expertise in Mexico’s new criminal justice system and oral accusatory systems
  • Fluency in Spanish required and excellent communication and writing skills to be able to write reports and communicate with justice sector operators and counterparts.
  • Proficient English communication and writing skills helpful.
  • Collaborative and team player attitude required.
  • Ability to organize and lead a group of people, and to work under pressure with tight deadlines
