The Program

The Ministry of Education and Training (MOET) is committed to improving literacy (in both Anglophone and Francophone schools) in response to concerning results from the Vanuatu Standardised Test of Achievement (VANSTA) which occurs in years 4, 6 and 8. Initially, three provinces will be involved in the intervention, Shefa, Tafea and Torba.

To improve and strengthen literacy results and outcomes for children, the MoET seeks support to explore literacy improvement strategies in collaboration with the relevant Provincial Education Offices. Following the development of provincial plans, the Specialist will support implementation and monitoring of activities in provinces for government and government assisted schools. This will include supporting and developing the capability of Education staff such as School Improvement Officers (SIO), Principals and teachers.

The Position

The Provincial Literacy Improvement Specialist will advise the MoET regarding the development, implementation and monitoring evidence-based strategies to improve student literacy. This will incorporate developing the ability of school leaders to use data and evidence-based approaches when making decisions about strategies to improve literacy teaching and learning. The role will also involve developing provincial staff, school leaders and teachers to lead whole school and community approaches to improve literacy.

The Provincial Literacy Improvement Support Specialist will work in collaboration with the Teaching English/French as an Additional Language Specialist to ensure ongoing support for professional learning programs and to develop additional supports as identified necessary through collaboration with Education Services Division and Provinces.

The Person

The successful candidate will be a consultative individual who is able to communicate effectively across a diverse range of people, languages and cultures. You will be highly organised and punctual, in order to consistently meet project priorities and deadlines. The successful candidate will possess experience developing and implementing literacy strategies and improvement plans at a school or system level, with an ability to provide professional development to education professionals. You will possess experience teaching within a multi-lingual primary school environment and will be Degree qualified in Education (Primary).

This position is locally engaged. To be eligible, you must either be a Vanuatu National or an International living and located in Vanuatu with a current right to work, valid for at least 9 months.
