DRC is currently engaged in responses in Rakhine, Kachin, and Northern Shan states. Our response targets displaced, and displacement affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Key activities include protection (including Child Protection, GBV and Protection Monitoring), Camp Coordination and Management, WASH, Economic Recovery and Humanitarian Mine Action.

To support and strengthen the DRC programme in Myanmar we are looking for highly motivated and capable candidates to fill the position of

Protection Team Leader (1) Post

Duty Station : Myitkyina, Kachin State, Myanmar, with very frequent travel to field locations

Reporting to : Protection Project Manager

Direct Report : Protection Officers & Protection Assistants

Overall purpose of the role:

Supervise and manage Protection Officers and Protection Assistants in protection team. Deliver technical support and day to day guidance to protection team on project implementation to meet project objectives. Ensure the quality of the planning, implementation and follow up of all technical aspects of the protection activities being implemented by DRC. Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s protection activities.

Sector responsibilities:

Advocacy for the rights of conflict affected communities including displaced people, case management, monitoring, analysis and reporting of rights violations and other protection issues (protection monitoring), information dissemination and awareness-raising, community-based protection, community empowerment including psychosocial support activities and solutions for displaced population.

Geographic scope: Area (Kachin)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the Kachin State. The role contributes to the development of area strategies, which are translated into action plan and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Main responsibilities

Management

Lead and manage the protection team (including people planning, performance, well-being and development) Supervise, mentor and support protection officers and protection assistants in carrying out the various project activities including protection monitoring, community-based protection structures, case management, individual protection assistance, awareness sessions, and capacity building activities, and ensure that these activities are implemented in accordance with DRC’s standard operating procedures and guidelines. Ensure daily monitoring of project cover areas to make sure quality programming and in line with project outputs and indicators. Provide technical support and input to Protection Officers and Protection Assistants in their relevant sector. (Protection Monitoring, Case Management and Community-based Protection) Reporting (weekly and monthly, daily) on a regular basis and urgently as needed. Ensure daily observation/monitoring on area of intervention through regular conversation with teams or on-site visit.

Programming & Operations

Ensure efficient and effective program implementation while following the budget and work plan Ensure effective planning and quality implementation of the protection activities (protection monitoring, community-based protection, case management, individual protection assistance (IPA), awareness session, capacity building, group psychosocial support and recreational activity) Ensuring safety and confidentiality of the collected information in accordance with DRC Code of Conduct, Protection Sector Information Sharing Protocol, and relevant DRC guidelines Participate in preparing monthly/ quarterly/ annual highlights/ reports and proposals and budgets for donors. Support the MEAL team in carrying out monitoring and evaluation exercises. Ensure accurate recording and maintaining of databases, in coordination with relevant actors. Ensure that PIM forms are filled out by team in an accurate manner and according to the guidelines whenever appropriate. Produce quality protection monitoring report to Protection Project Manager timely every month. Lead the development of IEC and visibility materials and key messages.

Partnership Engagement

Develop and strengthen relationships with networks, other relevant stakeholders and partners in Kachin State. Actively explore and identify potential partners in line with localization strategy in coordination with Project Manager Engage in coordination with local and I/NGOs to expand and strengthen DRC’s partner networks. Contribute and provide necessary information in project proposal, budgets and donor report.

Coordination and representation

Collaborate with relevant internal and external technical experts on sector relevant issues. Represent DRC at meetings and other relevant sub sectors/ working groups meetings. Support Protection Manager in liaising with relevant duty bearers in Kachin Working closely with the Protection Project Manager and Protection Specialist, coordinate the DRC’s participation in joint-assessment missions to the durable solution sites and new displacement sites. Ensure integration with other DRC sectors (economic recovery team and HDP team)

Project Development

Support the Project Manager – Protection in developing project plans and budgets for funding. Support the Project Manager – Protection and the Protection Specialist in developing projects tools. Project implementation and narrative reporting Coordinate with the MEAL department to facilitate project monitoring and evaluation activities.

Logistics and Finance

Plan and coordinate proactively logistics and movements of staff from and to different operational areas. Initiate procurements and ensure their execution. Ensure procurement plans and distribution plans are prepared and shared with supply chain team in a timely manner. Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up. In accordance with the IDRA and DRC guidelines and regulations, approve requests for payment, working advance, settlements, and other finance-related documents. Complete the CTR (cash transfer request), daily cash forecast on a periodic basis and send to Protection Project Manager and Finance Officer

HR

Leading the annual PADA and probation PADA process of protection officers and protection assistants to complete in a timely manner. Support the Protection Project Manager and Protection Specialist in identifying the training and capacity building needs of the protection staff and incentive workers. Ensure adherence to DRC's national staff policy guidelines and ensure adherence by all under his/her supervision. Always comply with DRC’s Code of Conduct and ensure adherence by all under his/her direct supervision. Ensure compliance with MOSS (minimum operating security standards) and provide constructive input into safety and security discussions for field level operations. Engage in recruitment process for new protection staff as appropriate (e.g., Job Description, Vacancy Announcement, Interview etc). Support in induction process for new staff: responsible for induction process for direct reports and provide general support for induction for new staff if and when relevant.

*Perform any other relevant tasks as requested by Line Manager/ or Area Manager.

Experience and technical competencies:

Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and IDP protection working for an international NGO, UN agency, relevant ministry, or local authority. Minimum 3 years of practical experience in protection area working for an INGO. Proven management skills and a competence in people management Commitment to learning and implementing organizational policies and procedures. Excellent interpersonal and communication skills Demonstrated ability to build trusting relationships with communities. Excellent skill in MS Word, Excel, and Power Point Field experience in IDPs camps Understanding of operational context in Kachin State Flexible and prepared to travel intensively in the region.

Desirable:

Strong understanding of IDP rights Short or long-term formal courses in humanitarian and human rights studies or other relevant field Experience working for DRC. Experience working for international humanitarian NGO.

Education: (include certificates, licenses etc.)

Master’s degree and/or bachelor’s degree in political science, international development, or other relevant field.

Languages: (indicate fluency level)

Full professional proficiency in English Full professional proficiency in Myanmar and Kachin Additional local languages would be an asset.

We Offer:

Starting date of employment: ASAP. Contract length: Until 31 Dec 2023 includes a probationary period of 3 months. Renewables depend on both funding and performance. Salary: Competitive salary according to DRC Myanmar salary scale.
