Organizational Context

The Protection, Gender and Inclusion (PGI) Specialist provides institutional, technical, strategic and operational support in the area of protection, gender and inclusion to the IFRC CCD as well as the National Societies in Indonesia and Timor-Leste. The focus of the role is upon supporting the capacity development of IFRC staff at the CCD to integrate PGI into ongoing programming and to support the national societies of Palang Merah Indonesia and Cruz Vermelha de Timor-Leste in capacity development in the area of PGI including the development and implementation of strategies, policies and operational guidelines on PGI, Safeguarding and PSEA. The position will also play a key role in ensuring the mainstreaming of PGI into IFRC funded emergency operations and will support coordination work with the ASEAN Secretariat and the Humanitarian Country Team on issues related to PGI, SGBV and PSEA.

Job Purpose

Technical support to National Societies in Indonesia and Timor-Leste

  • In coordination with NSD Manager, support national societies with their institutional strengthening in protection, gender and inclusion (PGI) and safeguarding, including development of compliance-based policies, protocols and awareness related to protection, gender and inclusion, prevention of sexual exploitation and abuse (PSEA) and child safeguarding.
  • Support national societies to engage in regional/global forum as well as to implement global and regional commitments related to protection, gender and inclusion, including from the Manila Call for Action targets for Women in Leadership.
  • Support with leading trainings and workshops on PGI, as requested.
  • Conduct PGI specific training when requested by NSs or other partners.
  • Support National Societies emergency response operations to meet the Minimum Standard to Protection, Gender and Inclusion in Emergency Programming and contribute to emergency plans and appeals, related to PGI.
  • Provide advice to national societies with respect to women empowerment and community resilience programming design and implementation.

Technical support to IFRC secretariat office

  • Support the HoCCD with implementing IFRC’s commitments to PGI within the secretariat office and programs, particularly related to prevention of sexual exploitation and abuse (PSEA) and child safeguarding policies and procedures, in conjunction with Human Resources.
  • Develop systems and processes to drive the implementation of IFRC PSEA policies in the CCD and also ensure their integration into programming.

External coordination

  • Working closely with the Development Coordinator/Partnership and Research Sr. Specialist and the PGI focal point in Bangkok CCD, support the ASEAN PGI working group and ASEAN secretariat workplan on SGBV for Southeast Asia.
  • Provide support to the Program Coordinator with representation and work deriving from IFRC’s membership in the Humanitarian Country Team’s PSEA Working Group in Indonesia.

Program Management

  • Manage programming specifically focused on PGI and SGBV including developing and managing budgets, workplans, overseeing implementation, monitoring and evaluation and timely reporting.
  • Develop advocacy materials and best practice case studies on PGI programming as needed.
  • Recruit and manage consultants, surge staff or interns as needed.
  • In Coordination with the PMER Manager lead on PGI related inputs in the IFRC operational plans for Indonesia and Timor-Leste and monitor performance against identified outputs.
  • In close coordination with the Programs and PMER team, support national societies to more accurately collect sex and age disaggregated data.
  • Support the Development and Programs Team with preparing and submitting funding proposals to donors for PGI related work.

Education

  • Relevant university degree or similar professional qualification (gender, international relations, human rights, etc.)

Experience

  • At least 5 years experience in Protection, Gender and Inclusion mainstreaming or standalone programming in humanitarian context, including proven track record in leading and delivering tools, and technical advisory outcomes
  • Possesses a broad understanding of global humanitarian issues and international humanitarian standards for Protection, Gender and Inclusion in disaster response
  • Possesses working knowledge of Gender and Diversity issues in humanitarian and development settings, specifically in the context of Asia Pacific Region
  • Experience with the Red Cross / Red Crescent is preferred
  • Experience with other international organizations, large NGOs and/or governmental development agencies is preferred
