If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Protection From Violence Coordinator to join our team in Yola, Adamawa State. You will be responsible for the  day-to-day logistics/Procuremnt functions for the NRC Area South office.

Role and responsibilities

NRC Protection from Violence (PfV) supports communities’ right to freedom from violence, coercion, and deliberate deprivation. PfV seeks to prevent or mitigate the consequences of violence. When violence does occur, PfV aims to minimize the harm through dedicated support to individuals, households, and communities. 

The purpose of the Protection from Violence Coordinator position is to lead project cycle management activities and manage the Protection from Violence team in implementing various Protection from Violence activities in Adamawa State.

Generic responsibilities 

Line management of protection in Adamawa State. Adherence to NRC policies, guidance, and procedures and awareness of NRC global and regional strategies Contribute to protection strategy development project proposals and provide input on needs and gaps, considering, where appropriate, the role of cash-based interventions.  Manage and implement a delegated portfolio of Protection from Violence projects (activities, budget, and project documentation) as delegated by the Project Development Manager in line with proposals, strategies, and donor requirements, and ensure sound technical quality of implementation. Provide regular progress reports to the Project Development Manager and Area Manager (AM). Promote and share ideas for improvement and necessary changes in the activities, Ensure that projects target beneficiaries most in need of protection and explore and assess new and better ways to assist refugee and host populations through ongoing stakeholder mapping and communication with community members. Ensure capacity building of project staff and transfer critical skills as needed. Liaise and collaborate with relevant local authorities and other key stakeholders. Promote the rights of displaced persons in line with the advocacy strategy.

 

Specific responsibilities 

Manage the PfV team, including providing training, guidance, and mentoring to conduct protection case management, individual protection assistance (IPA), protection monitoring, analysis and advocacy activities, and safe and inclusive programming considerations.  Responsible for all implementation of PfV in Adamawa, including identifying trends and needs that highlight the need for protection monitoring and analysis activities and advocacy at the local level. Recruit, train, and oversee the activities of community-based protection networks in the target communities. Analyse protection case management and protection monitoring databases to identify trends in protection risks, including barriers in access to services, unmet needs, and other concerns, and share with the Protection Specialist as appropriate.  Develop and maintain effective working relationships, including service as a referral focal point with relevant stakeholders, partner agencies, community leaders, service providers, and service mapping. Ensure that the authorities are informed about NRC Protection projects and support advocacy for individual cases. Monitor budgeting, expenditure, and expense tracking activities throughout the project in close collaboration with the Project Manager or Area Manager. Represent NRC in coordination structures at the area level, and collaborate with other organizations and partners to ensure the PfV program is aligned with broader efforts to prevent violence and coercion. Contribute to developing concept note, proposals and generate internal and external protection project reports as required. Participate in periodic program reviews, planning meetings, and external meetings as requested by the supervisor. Contribute to implementing Safe and Inclusive Programming Minimum Standards across your work area.

Generic professional competencies for this position:

Experience working within technical expertise areas in a humanitarian/ recovery context. Previous experience working in complex and volatile contexts. Documented results related to the position’s responsibilities. Knowledge about own leadership skills/profile. Fluency in English and Hausa, both written and verbal.

Context/specific skills, knowledge, and experience:

A minimum of 3 years of experience in protection, community-based protection approaches. At least 2 years experience in a team leadership or line management position. Excellent capacity to plan, prioritize, and multitask. University degree in social work, psychology, law, or other relevant courses. Strong understanding of case management and psychosocial support concepts; extensive experience in providing specialized protection services to marginalized groups and individuals exposed to violence. Experience in coordination with external stakeholders, including local authorities, municipalities, and partner NGOs. Good interpersonal and problem-solving skills, creativity, and flexibility. Understand rights and protection issues of target populations; experience working with affected populations.
