Protection Field Officer

The ICRC office in Romania is opening a full-time position for a Protection Field Officer,based in Bucharest.

The International Committee of the Red Cross is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

The ICRC office in Romania contributes to the ICRC regional response to the international armed conflict in Ukraine, helping reunite families separated by the conflict, supporting the work of the Romanian Red Cross and strengthening respect for humanitarian principles.

Purpose of the position

The Protection field officer based in Bucharest contributes to the implementation and monitoring of ICRC protection activities in Romania, within the framework of the priorities, objectives and strategies set by the ICRC Regional Delegation in Budapest and jointly with the Romanian Red Cross (HRC) for the Protection of Family Links (PFL) programme.

Main duties and responsibilities

  • Supports protection activities in Romania and ensure appropriate follow-up of individual cases.
  • Support ICRC outreach strategy related to protection activities.
  • Contributes to the implementation of Protection of Civilian Population (PCP) activities.
  • Supports the protection family links (PFL) activities in line with the agreed coordination between ICRC and the Romanian Red Cross.
  • Ensure interpretation from and to Ukrainian and/or Russian in the frame of the protection activities and possibly support other ICRC activities for interpretation and/or translation.
  • Contributes to monitoring of the humanitarian environment and protection related activities in Romania for analysis and follow up.
  • Carries out collection, processing and analysis of data, relevant to the ICRC protection activities.
  • Contributes to the assessment and identification of priority protection issues.
  • Actively contributes to defining key protection messages and operational priorities.
  • Prepares, participates in, and reports on all aspects of field activities and ensure related follow-up.
  • Participates in interviews with people affected by the conflict in Ukraine or by any people in need in line with ICRC mandate with regards to their protection concerns and needs.
  • Contributes to developing and maintaining the network of stakeholders involved in protection-related issues at local level.

Requirements:

  • University degree (BA and/or MA) or relevant professional experience, especially in public and humanitarian policy analysis
  • 2-4 years’ previous professional experiences, for instance in the field of social/political/economic science or similar.
  • Experience with governmental agencies and/or international organizations is an asset.
  • Full computer proficiency.
  • Full professional fluency in English Russian and/or Ukrainian.
  • Good command (spoken and written) of Romanian will be an asset.
  • Field experience.

  • Good analytical skills.
  • Strong interpersonal and communication skills in a multi-cultural setting.
  • Capacity to work under pressure.
  • Reporting capacities.
  • Capacity to keep neutral posture.
  • Ability to travel within Romania.
  • Fair knowledge of International Humanitarian Law
  • Experience as interpreter will be an asset.
