Context:

Under the general guidance of the Chief of Mission (CoM), overall supervision of the Deputy Chief of Mission (DCoM), thematic support from the Regional Office for Middle East and North Africa in Cairo and Headquarters, and the direct supervision of the Head of the Protection Assistance Division (PAD), the successful candidate will be responsible for technical oversight and day-to-day management of IOM’s Prevention and Response to Sexual Exploitation and abuse (PSEA) and safe programming activities. They will also act as the designated internal PSEA focal point, in coordination with CoM.

Core Functions / Responsibilities:

  1. Provide safe programming support across IOM Divisions, including the Protection AssistanceDivision (PAD), Preparedness and Response Division (PRD), Transition and Recovery Division (TRD), Migration Health Division (MHD), Peacebuilding and Stabilization Division (PSD), Migration Management Division (MMD), Partnerships and Coordination Division (PCD), and Resource Management Division (RMD),
  2. Assess and build the capacity of persons employed by IOM, implementing partners, service providers, and other key institutional stakeholders, including through PSEA training and protection mainstreaming efforts;

  3. Develop technical tools to support safe programming across the Iraq mission, including a child safeguarding policy.

  4. Act as the primary focal point for PSEA cases in terms of reporting and response, incoordination the Iraq PSEA Taskforce, IOM Office of the Inspector General (OIG), and the Iraq PSEA Taskforce.

  5. Facilitate the development of an operational Annual PSEA Work Plan for IOM Iraq, in line with IASC’s PSEA Minimum Operating Standards (MOS) and the UNCT country level framework and work plan, through strategic workshops with Heads of Units and other senior management; ensure the resulting work plan is detailed and operational with clear actions, timeframes, technical and resource requirements, and internal reporting requirements.

  6. Represent IOM at, and support, the Iraq PSEA taskforce through active engagement with other organisations and agencies involved in the taskforce; provide feedback on operational guidelines and SOPs; ensure that internal IOM processes reflect these guidelines and SOPs;

  7. Strengthen IOM Iraq systems for supervising and tracking PSEA capacity assessments and trainings for persons employed by IOM, IOM partners, and other key stakeholders;

  8. Strengthen community-based complaints mechanisms, in coordination with the Iraq PSEANetwork, and PCD.

  9. With the support of the CoM, ensure PSEA and safe programming is integrated throughout the Iraq mission’s interventions. Work closely with the CoM and Heads of Divisions to fulfil PSEA requirements for programming and interventions;

  10. Support units to incorporate targeted and effective PSEA inputs into donor reports and proposals;

  11. In coordination with relevant colleagues, work closely with Focal Points at the IOM RegionalOffice in Cairo and headquarters to ensure IOM Iraq’s prevention, mitigation and response mechanisms are in line with HQ’s PSEA strategy;

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, International Law, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in project/programme management with United Nations Agencies orNon-Governmental Organisations (NGOs) in migration management focusing on counter-trafficking, with supervisory responsibilities and demonstrated achievements, AVRR and/or Mixed Migration;

• Experience in protection programming, case management of Victims of Trafficking, GenderBased Violence and general protection;

• Demonstrated experience in management of finance, procurement and Human Resource (HR) for a project or a programme; planning, organising and facilitation of training, drafting donor reports and project proposals with budgets;

• Experiences in conducting Monitoring and Evaluation (M&E), with understanding of M&E tools and approaches;

• Familiarity with UN/IOM procedures and processes in finance, procurement and HR.

Skills

• Demonstrated expertise in Protection, including AVRR and Counter Trafficking and prior experience on protection assistance activities and portfolios;

• Proven expertise in project management with knowledge of IOM financial rules and regulations;

• Good command of computer software: Microsoft Office (Outlook, Words, Excel and InternetExplorer);

• Knowledge of Microsoft Office Access or other database applications;

• Knowledge of Monitoring and Evaluation and project development.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic or Kurdish is an advantage.
