Context:

Under the direct supervision of the Team Leader Migration Management for Western Balkans (WB) and under the overall supervision and coordination of the Sub-Regional Coordinator for the Western Balkans and Chief of Mission (CoM) Bosnia and Herzegovina, the successful candidate will assist in the establishment and coordination of the Western Balkans Readmission Capacity Building Facility (WBCAP) and the Western Balkans Integrated Border Management Capacity Building Facility (WBIBM) in the Western Balkans in compliance with procedural requirements for project development, implementation, reporting, visibility, and evaluation.

Core Functions / Responsibilities:

  1. In coordination and with the support of the Team Leader Migration Management WB and relevant Heads of Offices engage in day-to-day coordination of project activities, facilitate regular financial monitoring, draft periodical reports as stipulated by the donor and facilitate synergy of action between the two facilities.

  2. In coordination and with the support of the Team Leader Migration Management WB, provide technical assistance to relevant IOM offices to facilitate compliance with IOM and donor procedural, visibility and reporting requirements during both project development and project implementation.

  3. Assist with facilities establishment and kick off, building on the experience of similar projects, including the set-up of project structure for project submission, evaluation, reporting and monitoring.

  4. Coordinate internal review and quality control processes for project outputs, including data monitoring and verification. Provide feedback to improve the quality and relevance of draft deliverables, quantitative and qualitative analysis.

  5. Provide technical inputs for the development of knowledge management approaches on facility type projects and outputs.

  6. In close coordination with the EiEU Readmission Capacity Development Facility (EURCAP), facilitate the integration of data protection considerations into the design of the WBCAP and WBIBM Facilities activities.

  7. On WBCAP and WBIBM, provide inputs and information to support the preparation of: (a) Periodical reports on IOM activities and results; (b) Statistical summaries, infographics and presentations; (c) Content for online publication; (d) Other background information as required;

  8. As and when required, coordinate with relevant units at Headquarters (HQ) and the Regional Offices (RO) relevant to the IOM IBM as well as external counterparts with regard to the preparation of briefing materials for high-level meetings, inputs required for the development of IOM policy documents, and resource mobilization efforts.

  9. Participate in coordinating the organization of relevant to Danish - IOM cooperation and project events, including Advisory Group/Steering Committee meetings and other visibility actions.

  10. Undertake travel duties as required.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Studies or a relevant field from an accredited institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Minimum two years of relevant working experience in an international environment is highly desirable;

• Experience working with IOM/UN contractual requirements, procedures and rules relevant to the development and implementation of bilateral donors and EU funded projects is required;

• Experience in knowledge management and the production of concise internal and external reports, briefings and background materials is required.

Skills

• Excellent knowledge of EU external migration and aid policies, financial instruments, institutions and decision-making mechanisms is required.

• Ability to identify and express clearly key messages, adapting style to the intended audience.

• Very good organisational skills including experience with the organization of large events.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (excellent oral and written skills). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
