Context:

IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property Page issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall supervision of the Head of Operations in Juba and the direct supervision of the Programme Coordinator (Transition and Recovery), the successful candidate will be responsible and accountable for providing technical support and contributing to the development, implementation, monitoring and reporting of Transition and Recovery programmes in former Western Bahr El Ghazal State and elsewhere in South Sudan as may be detailed from time to time by Transition and Recovery Unit (TRU) Programme Coordinator.

Core Functions / Responsibilities:

  1. Monitor and coordinate the day-to-day administration of TRU projects in Wau. Provide technical support and assistance throughout the project lifecycle including development, implementation (timely start-up) monitoring and learning and finalization of TRU projects and initiatives in Western Bahr El Ghazal.

  2. Maintain effective and regular liaison and coordination with the project/programme partners, such as governmental authorities, UN agencies, national non-governmental organizations (NGOs) and any other concerned agencies and working groups, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities or new projects/programmes.

  3. Facilitate cross sectoral and cross thematic coordination within IOM to help leverage capacity, skills and impact of programming initiatives.

  4. Inform the TRU coordinator on proposed corrective actions, project review, and possible programming opportunities and partnerships.

  5. Provide technical and logistical support and guidance for the roll-out of transition and recovery, community stabilization, and durable solutions programmes and activities that contribute to sustainable return and reintegration. In addition, organize and monitor community participation in specific aspects related to projects implementation.

  6. Provide technical inputs for the development, implementation and monitoring of conflict management, peacebuilding, durable solutions, and livelihoods activities, and draft training curriculums as appropriate.

  7. Implement capacity building and awareness raising activities, including Training-of-Trainers (ToTs) initiatives on conflict transformation, peacebuilding and livelihoods for programme target groups as needed; conduct induction and briefing sessions with partner organizations and staff on the technical aspects of conflict resolution as needed.

  8. Supervise TRU Wau support staff in the performance of their respective duties and facilitate the efficient functioning of the unit in the Sub-Office.

  9. Conduct regular field visits to project sites and provide on-site technical guidance and information. Draft project/programe progress reports for relevant project/programmes in a timely manner.

  10. Monitor and evaluate specific aspects of project/programme in line with donor specifications.

  11. Support the TRD Coordinator in maintaining a pipeline of new project proposals. Document gaps and opportunities for further programming; contribute to the development of concepts notes and project proposals to address the gaps identified.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project implementation in post conflict or transitional situations;

• Project implementation and supervisory experience at the field level required;

• Experience in coordinating with other programme units and ability to establish and maintain working relations with government counterparts, UN agencies;

• Experience working with National NGO partners to build their capacity to influence the development of civil society in South Sudan;

• Demonstrated experience in curriculum development and capacity building activities;

• Demonstrated experience in community-based approach in conflict management and mediation;

• Demonstrated experience in peacebuilding and mediation programming;

• Similar work experience in South Sudan.

Skills

• Ability to manage community dynamic;

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or local language is an advantage.
