Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Emergency and Preparedness Coordinator, the Project Officer (NFI/Shelter/WASH) will support the programming aimed at providing essential NFI/Shelter/WASH services to people displaced by natural disasters, Burundian returnees and host communities among other people in need, strengthening coordination mechanisms amongst stakeholders, including NFI/Shelter/WASH Sector co-coordination and will contribute to the development, design and monitoring of programming related to Non food Items/Shelter/Water, Sanitation and Hygiene

(NFI/Shelter/WASH) activities in Burundi Country Office (CO).

Core Functions / Responsibilities:

  1. Contribute to the settlement of the overall direction of CO’s NFI/Shelter/WASH portfolio for various emergency responses in Burundi, ensuring the NFI/Shelter/WASH response is complemented by other essential services, and promote its effectiveness, coherence and integrity.

  2. Supervise and coordinate the NFI/Shelter/WASH activities of CO, contribute to the liaison, collaboration and information sharing with different governmental entities, UN agencies, NGOs, and the international donor community.

  3. Monitor and contribute to the development, and implementation of all operational, financial and administrative components of NFI/Shelter/WASH projects with relevant units of CO and Regional Office/Headquarters(HQ)/Manila Administrative Centre/Panama Administrative Centre, local governmental authorities, international and regional institutions, as well as partners' organizations in the public/private sector.

  4. Draft regular project reports in a timely manner according to IOM and donor requirements, in close coordination with CO’s Project Development and Support Unit (PDSU) and other relevant units.

  5. Coordinate closely with CO’s Displacement Tracking Matrix (DTM) and PDSU teams, and the Resource Management Unit (RMU) to ensure an effective and comprehensive strategy response.

  6. Oversee daily operations of NFI/Shelter/WASH projects including assisting with design of shelter layouts, supporting technical assessments, monitoring construction work, and in coordination with the Procurement and Logistics Unit, drafting technical documents such as Bills of Quantity (BoQ), Requests for Quotations (RfQ) and Requests for Proposals (RfP).

  7. Facilitate inter-agency coordination meetings on NFI/Shelter/WASH issues and participate in relevant NFI/Shelter/WASH and Cash-Based Interventions (CBI) conferences, workshops, steering committees, policy and technical working groups, as well as other forums to facilitate proper coordination and presentation of NFI/Shelter/WASH activities.

  8. Provide support and co-coordination services to the NFI/Shelter/WASH sector including coordinating initiatives and mechanisms, contributing to the capacity building of relevant stakeholders, and providing technical inputs for the development of national emergency response strategies in coordination with the relevant ministries and humanitarian community Focal Points.

  9. Draft and coordinate cooperation agreements or Memorandums of Understanding (MoU) with government entities, donors, UN agencies, NGOs, contractors and other stakeholders, in close coordination with Department of Legal Affairs at HQ.

  10. Identify new project opportunities in the wider NFI/Shelter/WASH arena in line with identified needs, donor and governmental priorities, and IOM's mandate and strategy. Draft and coordinate project proposals and corresponding budgets with PDSU and RMU.

  11. Conduct desk research and assess the local context on NFI/Shelter/WASH issues, and draft background information summary reports to support the programme activities and development of new project proposals.

  12. Supervise staff in the NFI/Shelter/WASH Unit, provide relevant training and contribute to the capacity building.

  13. Contribute to the development of public information materials and tools, including drafting of articles, photo reports and visibility products on success stories, case studies, newsletters and press releases.

  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development Studies, Architecture, Urban Planning, Civil Engineer or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience related to NFI/Shelter/WASH including project management, coordination, capacity building, etc.;

• Experience working in an emergency context, particularly in French-speaking countries orEast Africa;

• Experience liaising and negotiating with government officials, donors, UN personnel, NGOs, and other stakeholders; and,

• Experience in project management including management of budgets and staff.

Skills

• Excellent writing and communication skills;

• Excellent computer skills, including with Microsoft functions such as Word, Excel, Powerpoint, etc, and Adobe Package; and,

• Working knowledge with Illustrator and In Design is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Swahili and Kirundi will be highly advantageous.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
