Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Geneva Call is currently focusing its efforts on protection of civilians and civilian infrastructure, protecting children from the effects of armed conflict, humanitarian access, prohibiting sexual violence in armed conflict and working towards the elimination of gender discrimination.

In Libya, Geneva Call has been working for three years aiming at developing humanitarian engagement with armed parties and communities as a mean to create space for dialogue on the protection of civilians. Geneva Call cooperates supports a range of partners across the country.

The Project Officer works under the supervision of the Head of Program.

General description and main activities

For all tasks: The job holder respects the confidentiality of all programmatic, administrative, financial and HR information.

Core Responsibilities:

The implementation and management of project(s) in accordance to the work plan, budget(s), donor requirements and internal procedures;

Security

  • Monitor the security situation vis-à-vis the project, project partners and Geneva Call, preparing risk assessments and suggesting mitigating measures to the CD and following up on incidents as necessary.

Planning, Implementation, Training, Coordination & Reporting

  • Engage with armed groups on Geneva’s Call’s mandate, and maintain relations with key actors in areas of operation.
  • Assist in project implementation and help in the setting up and coordination of meetings and training sessions in the framework of the project, and ensure that work is conducted according to plan, budget and timeline.
  • Implementing GC’s activities in Western Libya.
  • Responsible for quality project implementation and monitoring in accordance with Geneva Call and donor work plans, budget and procedures;
  • Monitor and report on the implementation of all project activities, outputs and outcomes, submitting required reporting and documentation accurately and on time including supporting local partners in their reporting and ensuring their reports follow GC formats;
  • Manage safe-keeping of information and knowledge, including filing of programme documents and materials.
  • Collect and analyze information relating to the context, conflict situation, humanitarian needs and potential impact on Geneva Call’s work in project area(s).
  • With necessary approval, release resources to partners/projects as per approved plans and agreements and reimbursement and/or liquidation of project expenditures.
  • Monitor and report on all project expenses of budgets and available funding, including supporting documents.
  • Provide material (photos, videos, stories from the field) about the project and timely reports to showcase project outcomes and achievements.
  • Support implementation of communications strategy including the production of external communication materials, activities, campaigns, events and other initiatives.

Communications & External relations

  • In coordination with the CD, engage local and international organizations regularly.

Other Duties

  • Attend and represent GC as required at conferences, seminars and other fora of interest to the organization.
  • Perform any other tasks as assigned by the line manager.
  • Coordinate with local authorities and influential stakeholders under supervision of the CD and Head of Program.
  • Conduct data collection in the framework of a research programme on the influence of religious stakeholders on armed actors, and other research projects conducted by GC and its partners.

Internal relations:

Reports to Head of Program, interacts with Programme team

External relations :

Local and international civil society/NGOs; field-based stakeholders; armed groups, communities; civilian and military authorities.

Professional requirements

Education:

  • Completed Degree of Higher Education in relevant fields such as Political or Social Science, International Humanitarian Law or Human Rights, or equivalent University Degree.
  • A prior experience working with an international NGO (3 years);
  • Good knowledge of context and access to armed groups in Eastern Libya

Work experience:

At least 3 years in a humanitarian/human rights/protection organization working in conflict-affected areas

Experience with international organizations is preferred.

Qualifications

Technical skills:

  • IT Tools (MS Office, Excel, email);
  • Experience in reporting, monitoring and research;
  • Demonstrable knowledge of issues of humanitarian affairs and capacity for in-depth analysis;
  • Experience in developing professional relationships with various stakeholder including armed actors and working in a neutral and objective manner;

Languages:

Required: excellent command in Arabic and English
