Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM in South Sudan Country Office (CO) has a range of programmes centred around three areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, South Sudan CO implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management. In all these areas, South Sudan CO’s work is supported and informed by its Conflict Analysis team operating from Juba and key field locations.

South Sudan CO is an active member of the UN Country Team and Humanitarian Country Team and works across the humanitarian, peacebuilding, and development access with a broad range of programming clustered in three areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.

As the cluster coordinator for CCCM (co-lead with UN High Commissioner for Refugees

(UNHCR)) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian response. Within the Resident Coordinator-Humanitarian Coordinator (RC-HC) lead Partnership for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate change adaptation (with the UK) and durable solutions for internal displacement (with United Nations Development Programme (UNDP)).

Under the overall supervision of the Chief of Mission of IOM South Sudan and direct supervision of the Programme Coordinator (DTM), and in close coordination with the relevant IOM thematic units and in particular sector specialists (Transition Recovery Unit (TRU), WASH, SNFI, Migration Management Unit (MMU)), the Project Officer (DTM) will provide technical support and assistance for the analysis of DTM data, with particular emphasis on cross-sectoral analysis to inform IOM programming across the humanitarian – peacebuilding – development (HDPN) nexus and durable solutions programming.

Core Functions / Responsibilities:

  1. Support the DTM team with data analysis and reporting, utilizing relevant statistical software to enhance timely data processing.
  2. Contribute to the DTM data analysis in collaboration with the Information Management (IM)/Geospatial Information (GIS) Officer, DTM Reporting/ M&E Officer and Operations Officer, and provide feedback regarding any inconsistencies to enhance data quality and ensure consistent high-quality outputs.
  3. Provide technical support to DTM Data, Analysis and Research Team (DART) with data validation and verification, contribute to the development of the standardized and automated data cleaning processes for large, frequently updated assessment, survey, and infrastructure mapping datasets.
  4. Contribute to data triangulation process with primary and secondary sources and perform quality control and quality assurance tasks.
  5. Support with the improvement of DTM products tailored to specific audiences and develop easy-access data formats in response to partners’ feedback and information gaps and needs.
  6. Support the drafting of programmatic reports and assist in the development of other DTM information products including, but not limited to, internal reports, analytical and statistical reports, displacement profiles, infographics, etc.
  7. Contribute to the development and adjustment of tools, methodologies, and data processing systems to enable rapid data cleaning, validation and analysis.
  8. Liaise with DTM teams at regional and global level to mainstream global DTM standards and methodology.
  9. Support the DTM unit’s collaboration with IOM’s programme units and humanitarian and transition partners to optimize the use and impact of DTM data, particularly in relation to rapid response operations, programme planning and linkages to transition programming, including integration of protection and cross-cutting issues.
  10. In coordination with the Programme Coordinator ( DTM), liaise with relevant partners, United Nations agencies and Non-Governmental Organizations (NGOs) and other stakeholders on matters related to displacement data collection and surveys.
  11. Contribute to the development and presentation of programme updates, including participation at humanitarian coordination meetings, as required (Inter-Cluster Working Group, Needs Analysis Working Group).
  12. Contribute to the capacity building within the DTM team, including by taking on mentorship responsibilities. Help identifying gaps in staff capacity and areas for improvement in programming.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master's degree in Business Administration, International Relations, Political Science, Communications, Information Management, Computer Science, or a related field from an accredited academic institution with two years relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience working in international organizations and the humanitarian community;
  • Experience in project implementation in a humanitarian context;
  • Experience in data collection, research, and report writing;
  • Experience writing technical documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;
  • Experience in statistical analysis (e.g., STATA, SPSS, R, Python) is required;
  • Experience in using visualization tools such as lnDesign, Illustrator, PowerBi is an advantage;
  • Prior experience with DTM is a strong asset, prior experience with similar data collection systems is a requirement; and,
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset.

Skills

  • Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing;
  • Strong interpersonal and communication skills; and
  • Solid organizational skills: ability to be flexible and capacity to perform well under pressure in a fast-paced and detail-oriented team environment.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in

English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French, and/or Spanish is an advantage.
