Context:

Under the overall supervision of the Head of Humanitarian Assistance and Operations and the direct supervision of the Project Manager (Social Cohesion), and in close coordination with the relevant national project officers and relevant International Organization for Migration (IOM) sector leads in Cox’s Bazar, and working in close collaboration with IOM’s humanitarian response efforts, the successful candidate will be responsible and accountable for coordinating and implementing disaster risk reduction and management projects in accordance with the Organization’s policies, standards and operating modalities, as well as donor requirements and in coordination with other relevant units.

Core Functions / Responsibilities:

  1. Contribute to the development of Disaster Risk Reduction (DRR)/ Disaster Risk Management (DRM) projects by selecting and summarizing background information, assessing the local context for the planning and administration of projects, and drafting segments of project proposals.

  2. Monitor DRR project expenditures and burn rates and bring issues to the attention of the supervisor.

  3. Provide technical inputs for the development of implementation strategies for the assigned components of the project, facilitating the integration of gender-sensitive approaches.

  4. Provide support and assistance for the timely start-up of the various phases or components of relevant projects. Follow up on logistical and administrative arrangements, cooperate with national authorities, implement project workplans in collaboration with project partners, and ensure that donor reporting information and schedules are available.

  5. In coordination with different project partners, monitor specific aspects of project implementation, identify problems and propose action to expedite the delivery of inputs.

  6. Draft portions of required donor reports in compliance with IOM rules and regulations and highlight gender dimensions.

  7. Participate in DRR and Preparedness technical Working Groups; draft segments of DRR funding and appeals proposals in the framework of the Joint Response Planning (JRP) and the Cox’s Bazar District Development Plan (DDP).

  8. Implement community outreach and engagement processes and mechanisms for beneficiary selection, taking into consideration conflict sensitivity and the needs of both displaced people and host communities.

  9. Undertake regular on-site monitoring and field travel to evaluate project implementation, recommend action to address implementation problems, and provide information and support with respect to project management and internal procedures for monitoring and reporting.

  10. Support multi-sector coordination and provide inputs to help improve DRR capacity.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Disaster Risk Management, Environmental Engineering, Human

Geography, Agricultural Science, Development Studies, Political Science, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project implementation preferably in DRR, environment or other resilience-building programming in crisis and/or post-crisis settings, for example in the areas of energy services, natural resource management, disaster preparedness, environmental impact assessment, stabilization, infrastructure development, livelihoods diversification, early warning and disaster risk assessment.

• Experience in disaster risk management, particularly community participatory approaches (CBDRM) and community contingency planning.

• Experience at an international level with specialized international agencies (United Nations Agencies, International Organizations, and International Non-Government Organizations) preferred;

• Experience working with national and local governmental authorities and donors, as well as with both local and international partner institutions and civil-society organizations in DRM/DRR sectors of work is desirable;

• Prior experience in implementing conflict sensitive approaches in programming, including undertaking analyses and monitoring, is desirable.

Skills

• Good knowledge of the standard project management cycle.

• Computer literacy, especially database tools and strong computer skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of any local language, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
