Context:

Community stabilization programs seek to assist governments, states and communities experiencing significant socio-economic and political changes during or after a crisis. In this regard, IOM Niger’s Community Stabilization unit aims to reduce factors causing forced and irregular migration, address the needs of marginalized groups and host populations, and respond to the impact that flows of migrants and displaced persons can have on the host populations.

Under the overall supervision of the Chief of Mission, the direct supervision of the Project Manager Community Stabilization (CS) and in close coordination and administrative supervision of the Head of Sub-Office in Agadez, the successful candidate will provide support in the implementation of CS activities in the region.

Core Functions / Responsibilities:

  1. Contribute to the development and implementation of project activities, provide technical guidance to project partners and implementing entities. Facilitate the achievement of the objectives of the activities to be implemented.

  2. Coordinate activities with other IOM offices in the Agadez region for the monitoring of community stabilization initiatives.

  3. Closely liaise with supporting units in the Agadez Sub-Office, most notably Finance and Logistics and Procurement, for a smooth implementation of project activities.

  4. Maintain relationships with stakeholders such as beneficiary communities, regional and local government officials and relevant partners from the private sector, civil society, UN and I/NGOs that work on community stabilization programmes in the Agadez region.

  5. Monitor and follow up on the proper documentation and reporting of activities carried out, including infrastructure works; ensure supporting documents for the projects are recorded in the database.

  6. Undertake duty travel as required to provide technical guidance to project staff and implementing partners and compile field monitoring reports highlighting implementation challenges and solutions.

  7. Facilitate and encourage the integration of cross-cutting issues such as gender, children, and other vulnerable groups in the project.

  8. Support the Project Manager CS, based in Niamey, with the compilation of progress reports and liaison with donors as required.

  9. Compile lessons learned from implemented activities, experiences from different Communes, and beneficiary feedback for the revision of strategies and action plans.

  10. Contribute to resource mobilization efforts, identifying potential new project opportunities and contributing to the preparation of project proposals.

  11. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Working experience in community engagement, local development, or capacity building related activities in fragile, conflict or post-conflict context and familiarity with stabilization, social cohesion, and peace building processes;

• Experience in project management and implementation, preferably in migration and/or other displacement context;

• Experience in liaising with governmental authorities, national and international institutions;

• Experience in project formulation, monitoring and reporting;

• Familiarity with the west African region as an asset.

Skills

• Very good analytical writing skills;

• Excellent communication skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
