All selected candidates will, therefore, undergo rigorous reference and background checks.   The Enabling Community Recovery and Resilience (ENCORE) Project is a critical component of the UNDP Community First Programme (CFP). ENCORE aims to empower the most vulnerable communities from crisis to recovery and then to long-term development and resilience through a range of short-term, intermediate, and long-term interventions. Specifically, the project shall work closely with Community Based Organizations (CBOs)/Civil Society Organizations (CSOs) and these vulnerable communities to address their most basic needs while, continuously building preparedness and capacities to manage risks. UNDP plans to build capacity of CBOs/CSOs for effective implementation of the CFP including ENCORE project, covering awareness on fundamental rights and Gender Equality and Social Inclusion (GESI), etc. To this end, UNDP is seeking a Project Officer (Civil Society Organizations) to support the programming and partnerships and provision of technical advice to CSOs to empower the most vulnerable.   Duties and Responsibilities   The Project Officer (Civil Society Organizations) works under the direct supervision of the Team Leader.

Summary of key functions:

Coordination and implementation of capacity building of CBOs/CSOs Support the project management and technical experts in delivering high-quality technical assistance and trainings Facilitation of strategic partnerships

Ensures coordination and implementation of capacity building of CBOs/CSOs and the achievement of the following results:

Support delivery of the project activities including monitoring, and reporting on the project interventions, and contributing to all routine quarterly and annual results reporting Provide implementation support to ensure timely and high-quality delivery of technical assistance, by leading planning and organization of agreed activities Support facilitation and delivery of workshops, seminars, capacity building training, local policy advocacy initiatives with stakeholders as necessary Monitor issues and risks related to project implementation, identify mitigation measures, and implements agreed actions.

Ensures supporting the project management and technical experts in delivering high-quality technical assistance and trainings and the achievement of the following results:

Liaise with counterparts to support the implementation of technical activities including, for example, drafting correspondence, identifying timelines, and designing concept notes, terms of reference, approaches, methodologies, etc. Support technical experts on national laws and GESI related matters and provide contextual information in support of the development of analysis briefs and contribute to design and implementation of project activities.

Supports creation of strategic partnerships focusing on civil society and the achievement of the following results:

Act as the technical liaison with counterparts and stakeholders in understanding national laws and GESI including development partners, UN agencies, civil society, I/NGOs, etc., and provides technical inputs, as required. Organize key events such as consultation meetings, training, committee meetings, etc.

Leads knowledge building and management focusing on achievement of the following results:

Participate in design of monitoring tools and analysis of monitoring results to ensure achieving successful results of technical assistance. Keep abreast of good practices in other countries and identifies learning points for Myanmar. Identify opportunities for counterparts to share their experience with other countries and facilitate South-South cooperation. Competencies

Education:

Master’s or Bachelors Degree in Law, Public Administration, Development Studies, International Studies, or other disciplines Law related degrees an advantage Experience: Master’s degree with 2 years professional experience (or 4 years with a bachelor’s degree) in legal empowerment, justice sector and gender advocacy and promoting gender mainstreaming Previous experience working in national CSOs Computer literacy – MS office applications, web-based management information systems Solid knowledge of Myanmar civil society landscape and networks Understanding of Myanmar laws and legal system Knowledge of Myanmar’s national and international commitments related to women empowerment Good analysis and writing skills

Language requirements:

Excellent command of written and spoken English.
