Context:

IOM’s EU Readmission Capacity Building Facility (EURCAP) - launched in April 2016 - provides a dedicated and flexible mechanism to assist the EU’s partner countries in areas such as identity management, readmission case management, voluntary return and reintegration assistance, post-arrival assistance to returnees, inter-state dialogue on practical cooperation in return, and data collection and analysis. The Facility aims to contribute to effective and efficient cooperation between the EU and its partner countries in the field of readmission through short-term capacity building initiatives in the above areas.

Under the overall supervision of the Chief of Mission, IOM Baku, and direct supervision of the Senior Project Manager of the EU Readmission Capacity Building Facility (EURCAP), the successful candidate will be responsible for providing effective and efficient technical and administrative support to the EURCAP local project team in Baku for the implementation of the project “Strengthening Readmission Management in Azerbaijan”, funded under EURCAP Facility.

Core Functions / Responsibilities:

  1. Support the planning, implementation, and monitoring of “Strengthening Readmission Management in Azerbaijan” project activities in compliance with IOM internal policies and procedures as well as the requirements of the EU; carry out periodic status reviews, identifies issues and inconsistencies and propose remedial actions.

  2. Draft, compile, and/or revise for compliance project reports and updates in close coordination with IOM Regional Office in Vienna and EURCAP project management team in Brussels.

  3. As required, organize a well-documented and cost-effective selection, deployment and monitoring of consultants to assigned to develop various components of the Readmission Case Management System (RCMS), by drafting ToRs, coordinating contracts and other procurement procedures.

  4. Inform the Chief of Mission and EURCAP project management team on migration policy changes at local level or emerging issues around practical cooperation on readmission relevant to the EURCAP Facility and IOM’s work.

  5. In coordination with Chief of Mission, EURCAP project management team, maintain regular liaison with local stakeholders to provide updates on support action developments (including budget), implementation, and evaluation.

  6. Monitor budget expenditures related to project activities to check their eligibility and cost-effectiveness, in coordination with IOM Finance Department.

  7. Review research information materials, presentations and talking points produced by implementing team in Baku; draft required documents from various sources for reports, plans, studies, briefings, training and meetings/conferences.

  8. Coordinate administrative tasks to support the project implementation, including the preparation and/or processing of administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, etc.) by the project assistants.

  9. Contribute and monitor the development and dissemination of project communication and visibility materials.

  10. Undertake duty travels, participate, and present in meetings, conferences, workshops, as required.

  11. Facilitate synergies with other Immigration and Border Management (IBM) initiatives as relevant, contributing to the mission’s overall efforts in enhancing Azerbaijan’s border management capacities.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Science, Migration Studies, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• Completed University degree in the above fields from an accredited academic institution with four years of relevant professional experience.

Experience

• Minimum two years of relevant proven working experience in the area of project management, implementation, reporting and monitoring and evaluation of programmes, ideally in IOM, UN or EU level;

• Excellent knowledge of EU institutions, EU migration policies, and development cooperation is a requirement;

• Experience in liaison with national, regional and international authorities and institutions;

• Demonstrated experience and knowledge on return, readmission, reintegration, identity and/or case management is an asset;

• Experience contributing to the management, monitoring and evaluation of multi-country projects is a requirement;

• Demonstrated proficiency with Microsoft Office applications;

• Experience in project development.

Skills

• Strong organizational and time-management skills;

• Ability to work independently;

• Excellent drafting and reporting skills is a requirement.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Azerbaijani, French, and/or Spanish is an advantage.
