PROJECT BASED EMPLOYMENT
POSITION WILL BE BASED IN COTABATO CITY

PROJECT TITLE: Disaster Risk Reduction and Resilience Project in Maguindanao

Purpose of the position:

World Vision Development Foundation Inc., through this project, project implements a Disaster Risk Reduction (DRR) intervention in the province of Maguindanao with the goal of strengthening the capacities of affected communities and families including children to anticipate, cope, and recover from the negative impacts of natural and violent conflict disasters. The project will strengthen DRR knowledge and improve disaster prevention, mitigation, and preparedness capacities of the municipal local government units (LGUs) and targeted communities.

The position supports the Project Manager in ensuring that needs of disaster and conflict affected population are assessed, project plans/design/redesign are based on analysis of context and needs, and DME system is established and implemented in the project in accordance with WV DM standards and humanitarian standards and principles. Reporting directly to the Project Manager, this position works in close coordination/collaboration with national office’s H-Manager for necessary technical guidance, and with the project team members to ensure quality implementation accountability processes and mechanisms, and ensure evidences of results are in place.

  • Plans, implements, analyse and report findings from assessments and project monitoring
  • Leads in developing project design/re-design based on analysis of context and humanitarian needs
  • Ensure quality project monitoring system and management of information on project achievements, context, including community-based complaints and response mechanisms
  • Plans and manages project baselining, evaluations and reviews as necessary
  • Adheres to World Vision policies and guidelines, including safeguarding, data privacy, safety and security protocols and WV code of conduct.
  • Demonstrates a Christ-centered life and work in working with the communities, partners and stakeholders.

Major responsibilities:

Assessment and Re/Design

  • Plan, implement, analyse and share findings from assessments

    • Prepares plan for assessments (humanitarian needs assessments, market assessment among others)
    • Secure and organize WV internal/external support and requirements for the assessment
    • Manage the quality and timely implementation and completion of the process, in accordance with WV and global humanitarian standards
    • Analyse assessment data and provide recommendations for project improvement or for re/design
    • Ensure assessment reports are prepared and submitted for appropriate approval of HEA
  • Drafts re/design plan, including necessary terms of references
  • Review project concept/design, WVDF strategies, context analysis and assessment findings for design recommendation
  • Implement re/design process in collaboration with H-MEAL Manager and Project Manager
  • Ensure the project re/design incorporates international humanitarian standards and WV guidance and standards (i.e. Sphere, DADDs, CWBOs, PAF, etc)
  • Ensure the project re/design ncorporates results from the community feedback and response mechanisms.

Monitoring. Sets-up and implements project monitoring accountability system, including community-based complaints and response mechanisms in coordination with H-MEAL Manager and Project Manager

  • Monitoring System.

    • Support refinement of project M&E Plan for year 1 of the project
    • Identify and set-up monitoring/reporting of required information for the project implementation and context monitoring
    • Provide needed technical support to project team
  • Ensure that humanitarian accountability mechanisms for the project are in-placed and functional

    • Collaborate with project other project team members (DRR Officers and Community mobilisers) for the establishment of community engagement, and feedback/complaints mechanisms that is safe and secure
    • Support the project team in information provision and data validation processes
    • Support Project Manager and H-MEAL Manager in the management of community complaints and response mechanisms
  • Post-distribution/implementation monitoring (PDM/PIM) as necessary

    • Design the post-distribution monitoring (PDM) plan using the Basic Information Sheet (BIS)
    • Ensure that resources (manpower, supplies, funds) needed for PDM are available to run the activity
    • Lead the implementation of PDM /PIM and supervises enumerators for quality implementation
    • Manages the data cleaning and analyse data
    • Prepare PDM report
  • Supports the Project Manager in the preparation of quarterly project reports that will be submitted to HEA Manager based on agreed schedule
  • Reviews, gather, and upload to we-connect important project documentations and other evidences

Project Reviews/Evaluations/Baselines

  • Plan and implement baselines, evaluations/reviews as necessary in order to meet donor requirements and support organizational learnings
  • Coordinate with HEA national team and support teams as necessary

Requirements:

  • Completed Bachelor's Degree on Social Sciences, DRR and other relevant courses
  • At least 3 year experiences working in INGO humanitarian setting especially on disaster response design, monitoring evaluation and humanitarian accountability and Learning.
  • Proven technical writing skills
  • Demonstrated people management skills
  • Experienced in working with local governments, line agencies, and other humanitarian organizations.
  • With background in disaster risk assessments and projectdesigning
  • Familiarity of humanitarian standards used in disaster response operations
  • Excellent writing, communication, coordination, managing skills
  • Good interpersonal and negotiation skills
  • Excellent in operating MS office software and use of technology/platform.
  • Ability to work with limited supervision, lead team of diverse people, can travel to remotes places and can cope with multiple stress including security risk areas
  • Have background/good knowledge and understanding of humanitarian laws and standards
  • Experience in leading cross-organisational team in development of project designs or similar activities
  • With experience on Disaster Risk Reduction project
  • Ability to adapt in very fast-paced changing environment
  • The position requires to be based in Cotabato City and willing to travel to Maguindanao municipalities and other places in Mindanao that the project requires
