Within the Democratic Governance portfolio, along with other development assistance work, UNDP also plays a vital role in supporting the national government to enhance gender equality.

The third phase of the UN Joint Programme for Gender Equality (hereinafter UNJP4GE) is implemented jointly by UNDP, UN Women and UNFPA and responds directly to the women’s rights and gender equality commitments undertaken by the Government of Georgia (GoG) at the international and national levels in Georgia.

The UNJP4GE addresses gender inequality in a coherent and holistic manner, covering a wide range of issues such as the political and economic empowerment of women, ending violence against women and girls, combating harmful practices against women and girls, the promotion of women and girls’ sexual and reproductive health and rights, and tackling sexual orientation, gender identity, gender expression and sex characteristics (SOGIESC) issues. Gender inequality is a systemic problem that has its roots in the patriarchal value system that nurtures adverse social norms, both causing and reifying this most widespread form of social injustice. Thus, to ensure a comprehensive and transformative response to the deeply rooted, complex and multifaceted problem in the country towards greater gender equality and the empowerment of women, the three UN agencies have come together in a UN Joint Programme modality as the most effective approach through which to build on and complement the mandates, capacities, experience and expertise of each entity (UNDP, UN Women and UNFPA).

The overall goal of Phase III of the programme is to create an enabling environment for gender equality and women’s empowerment by means of strengthening the capacities of government at both the central and local levels and across the executive, legislative and judicial branches, engaging civil society and raising public awareness about gender equality.

UNDP is looking for individuals who have the communication, analytical, planning and implementation capacities that can address Gender Equality issues. We are looking for people who are enthusiastic, motivated, and committed to making a positive contribution to enabling environment for gender equality and women’s empowerment.

Under the overall guidance and direct supervision of the Democratic Governance Team Leader, the Project Manager will ensure effective and timely delivery of UN Joint Programme for Gender Equality (UNJP4GE).

The Project aims at an enabling environment created for greater gender equality and women’s empowerment (GEWE) through the following outputs:

Output 1: Legislative and policy frameworks are further enhanced towards women’s economic and political empowerment, ending violence against women, the eradication of harmful practices, the enhancement of sexual and reproductive health and rights, and the rights of the LGBTIQ+ community. Output 2: National institutions have greater capacities to deliver on Georgia’s commitments around women’s economic and political empowerment, ending violence against women, the eradication of harmful practices, the enhancement of sexual and reproductive health and rights, and the rights of the LGBTIQ+ community. Output 3: Rights holders have greater capacities and opportunities to advance women’s rights, diversity and inclusion and become leaders for bottom-up social change towards greater gender equality, social inclusion and human rights. Duties and Responsibilities

Implementation of programme results:

Day-to-day management of project activities; Coordinate with relevant implementing partners and UNDP to ensure that expected outputs are delivered in a timely manner; Ensure project is implemented in compliance with UNDP rules and procedures; Ensure that project is executed according to work plans and within established budgets; Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures) form; Support in the implementation of the Gender Equality Strategy and Action Plan; Put in place and facilitate results-based implementation of project activities; and, Performance of other duties as required in support of project implementation.

Implementation of reporting, monitoring and evaluation policies and strategies:

Effective monitoring for ensuring implementation of project activities; Assess the programmatic impact and oversee the appropriateness and the accuracy of methods used to verify progress and the results; Manage and monitor the project risks initially identified, submit new risks to the Project Steering Committee for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log; Be responsible for managing issues and requests for change by maintaining an Issues Log; Prepare the Project Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the donor, in partnership with UN Women and UNFPA; Ensure timely submission of financial and activity progress reports as well as adequate financial management of allocated resources; Oversee timely preparation of reports for UNDP to donors and other stakeholders; Prepare presentations to donor partners, government and other stakeholders as required.

Liaison, partnerships and coordination with external and internal partners:

Create strategic partnerships with government, non-government, and private sector stakeholders and beneficiaries to effectively address gender equality issues; Actively support the implementation of the resource mobilization strategy and maintain close relationships with donor partners; Closely liaise with the teams for programme results to ensure coherence and synergy among all projects of UNDP Georgia; Build relationships with other UN agencies and build upon common activities to ensure maximum impact of project activities especially when targeting vulnerable groups of women; and, Advise team members and management on new developments regarding key partners and stakeholders.
