ORGANIZATIONAL CONTEXT

The position is based in Rome, HQ and reports directly to the Deputy Director, Operations Management Support Unit (OMS) with next-level reporting line to the Director OMS and Deputy Chief of Staff.

THE ROLE

The primary purpose of the position is to monitor and oversee the Programme Review and Approval Process (PRP) of WFP programme documents (as established under ED Circular OED 2022/027) ensuring its efficiency and compliance with related corporate guidance, as well as to manage the core WFP corporate platform (SPA Plus) supporting the PRP and acting as a repository of all approved programme documents), taking care of its daily management, its technical configuration requirements and its enhancements overtime.
The position is settled within the Operations Management Support Office (OMS), which functions as the Secretariat of the PRP and management of the SPA Plus platform.


The position is two-folded:


• In his/her role as PRP Officer, the resource acts as the main function in overseeing and coordinating the correct functioning of the Programme Review and Approval Process. It provides technical, normative and procedural advice to all involved stakeholders through every step of the process; monitors compliance with the applicable normative framework and ensures respect of the corporate deadlines; engages in corporate efforts aimed at improving and streamlining the PRP process; among other tasks


• in its role of SPA Plus Project Manager and Administrator, the resource oversees and coordinates the design, development, and rollout of enhancement to the corporate platform and takes care of the daily management of the platform, including configuration to ensure its correct.


In addition to the above, the position performs most of the needed PRP-complementary tasks in support of the RB/COs.


The extent of work and level of responsibility related to the post has been significantly increasing over the past years. Continuous organizational changes called for increased involvement of the function in consultative/advisory processes with high-level stakeholders, a strong conceptual understanding of the PRP, the SPA Plus and other WFP corporate systems, and increased oversight accountability to ensure compliance with the complex regulations concerning project approval. Failure in providing correct technical advice or ensure compliance will translate into a sensitive reputational risk towards the WFP constituency. Hence the need to ensure the presence of a qualified, experienced, reliable and fully knowledgeable resource with no risk of disruption in the service provided. While the profile could be built through practice, this function is only present at HQ. A rotational position would imply regularly factoring in a learning curve of an estimated 1 year every 4 years cycle, exponentially increasing the reputational risk for the organization during such period.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Oversight, monitoring and coordination of the Programme Review and Approval Process (PRP), ensuring its compliance with the internal corporate guidance at all aspects and through all its steps. Among its main and most sensitive functions:

Advanced preparation for, organization and oversight of Strategic PRP meetings, including the preparation of supporting information and coordination with Senior Staff and their offices; Scheduling and coordination of Technical PRPs, ensuring that such meetings are well managed and closed within the agreed deadlines; Advisory role to the Regional Offices on all aspects of the PRP, including compliance matters such as delegation of authority, mandatory documentation, timelines, and any other required procedures connected process; Preparation and update of PRP deadlines for programmes requiring Executive Board approval and ad hoc deadlines; Documents’ tracking, reporting, analyses and statistics on PRP; Participation in corporate efforts aimed at improving or streamlining the PRP within other critical corporate initiatives.

2. Project management of SPA Plus, including, among others:

Management of SPA Plus main functionalities, including update and configuration of workflows; Manage and coordinate the design, implementation, and rollout of all required developments/enhancements to the SPA Plus in all its technical and programmatic aspects. Management of the SPA Helpdesk and SPA Mailbox

QUALIFICATIONS & KEY REQUIREMENTS

Education: Advanced University degree in social sciences or other relevant disciplines

Experience: At least 5 years of postgraduate professional relevant experience

Knowledge & Skills:

Excellent analytical and statistical analytical skills. Sound technical knowledge of web-based platforms for project management Capacity to perform rigorous quality control and maintain excellent quality standards. Capacity to work independently and systematically on multiple tasks under minimal supervision. Great communication skills, including strong diplomacy and an ability to work with multiple stakeholders. Working knowledge of Microsoft Office (Word, Excel, PPT).

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language.

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org)_including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
