JOB PURPOSE

The Project Manager ensures the effective, efficient, quality management, successful project implementation of two (2) Islamic Relief USA funded projects, namely:

  1. Islamic Relief’s COVID-19 Adaptation and Recovery Through Economic and Social Protection and Support (I-CARES). I-CARES is a 24-month project and its primary purpose is supporting COVID-19 impacted communities to address key social, economic, protection and governance issues in selected barangays under the BARMM special geographic areas in the Municipality of Midsayap, North Cotabato, Philippines.

  2. Community Resilience Through Ecological Integrity (CORE). CORE is a 24-month project that addresses water and climate resiliency issues in the Municipalities of Datu Hoffer and Shariff Aguak, Province of Maguindanao, Philippines.

The Project Manager is one of the key staff of the Programme team, reports to the Programme Manager and will also closely work with MEAL, Finance, Admin and Logistics, Human Resources, Advocacy and Communications teams about project management, planning, and implementation.

Generally, the Project Manager and the project team shall ensure a range of tasks i.e., effective planning and implementation of project activities, timely and quality donor reporting, liaison, and networking with relevant local government units (LGUs), Bangsamoro Autonomous Region in Muslim Mindanao (BARRM), provincial and national government agencies, other I/NGOs, UN agencies, faith-based sector and leaders, local NGOs, and the private sector.

REPORTING TO: The position directly reports to the Programme Manager

STAFF REPORTING: The Project Manager directly supervises Project Officer/s and Community Development Facilitators/s.

Key Objectives

Responsible for leading a project team in successfully completing the project. Fundamentally responsible for planning, overseeing, and implementing the projects to ensure they are completed in a timely fashion and within budget. And ensure that reports are submitted timely, donor requirements are met, and that projects are compliant and adhere to Islamic Relief and other developmental and humanitarian principles and standards.

Key Roles/Responsibilities

While the Project Manager directly reports to the Programme Manager/ Head of Programme, She/He is expected to support the latter in the delivery of programme management functions especially at meeting the County Office strategic targets.

The role involves working closely with local regional government units (LGUs), relevant government agencies, project consultants and a wide array of stakeholders.

The Project Manager works closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team and other support teams.

JOB DESCRIPTION

Project and Team Management

  • Responsible for planning, management, and implementation of the project in line with the approved project documents.
  • Establish strong teamwork and good professional relationship within the project team and inter-teams.
  • Ensures that project staff are supported, guided, mentored, coached, and provides proper feedback.
  • Ensure that the project plan of action is realistic and effective.
  • Develop a project implementation plan with clear benchmarks and ensure monitoring of progress against the benchmarks.
  • Ensures the project is compliant and adhere to development and humanitarian principles i.e., Do No Harm, Core Humanitarian Standard on Quality and Accountability (CHS), Minimum Economic Recovery Standards (MERS), etc.
  • Support and/or lead the proposal development of new or follow-up projects based on lesson learning when asked by the management.
  • Responsible for all project-related records held, created, or used.

Project Monitoring and Evaluation

  • Ensures that all project assessments, review, monitoring, lessons learned, and evaluation processes are followed including supervision of internal and/or external review.
  • Collaborate with MEAL team in ensuring project MEAL-related processes are in place and implemented.
  • Provides guidance and support to partners and/or project team in project planning, monitoring, evaluation, and reporting.

Reporting

  • Ensures that donor reporting requirements and standards are met including writing and timely submission of project updates and quality reports.
  • Ensures continuous improvement in reporting and analysis by using Islamic Relief project management standards.
  • Ensures that stakeholders are informed of the project accomplishments and/or highlights regularly.

Financial Management

  • Acts as the project budget holder and ensures that the project activities are within budget.
  • Closely works with the Finance team concerning spending, forecasting, budget versus actual, analysis, etc.
  • With the Finance team and Programme Manager/Head of Programme, ensures periodic budget and when necessary, recommend actions to address budget variances.

Networking and Partnership Building

  • When delegated, represent Islamic Relief Philippines in events and meetings organised by the UN agency, I/NGO, institutional donors, faith-based organisations, private sector, etc.
  • Establish strong rapport with like-minded organisations, and other actors to generate support, a pool of expertise, and resources for the project.

Emergency Preparedness and Response

  • Ready to support any emergency-related actions.
  • Ensures that project staff understand and can perform their roles in an emergency.

Others

  • Support the Human Resource team concerning project staff recruitment and selection processes i.e., by writing/designing job descriptions, etc.
  • Contribute to developing the organisational strategic plan
  • Performs other tasks that are needed to ensure deliverables of project implementation are met.

JOB REQUIREMENTS

Education

  • A Master’s degree or its equivalent in development studies, social science, project/programme management, community development or any other related field.

Experience

  • Minimum of 5-7 years working experience in an I/NGO sector with at least 3 years in a similar position.
  • Demonstrated experience in leading a project team.
  • Technical knowledge and expertise in sustainable livelihoods, enterprise development, disaster risk reduction and climate change adaptation, governance, water system, community development, etc.
  • Theoretical and practical understanding of the development and humanitarian programming.
  • Experience in managing partnerships and proven experience of forming consortia/networks
  • Sound knowledge and experience of working with communities through participatory approaches.

Skills

  • Excellent communications skills – able to communicate and report on technical points, both oral and in writing
  • Problem solving and self-management.
  • Ability to manage multiple priorities and work under pressure and meet deadlines.
  • Good financial management skills with knowledge of budgeting and cost estimation.
  • Good interpersonal skills and the ability to work sensitively with people from various cultural, faith, and social backgrounds.
  • Good IT skills with knowledge in Microsoft Office (Word, Excel, Powerpoint, Outlook)
  • Fluency in Filipino and English (written and spoken).

Desirable

  • Sympathy and commitment to organisational values and ethos.
  • PMD Pro or any other relevant project management qualification.
  • Strong understanding of the BARMM development and humanitarian contexts and has experience working in BARMM.
