Purpose of consultancy:

Under the overall guidance of the UNFPA Representative and under direct supervision of the Assistant Representative and in close coordination with SRH and GBV Program team and Logistic Department of Ministry of Health, the Project Manager will manage the establishment, construction/renovation of BEMONC and GBV-Safe Space projects, as well as implementation and monitoring the progress along the way in a timely and cost-effective manner.

The Project Manager will be responsible for planning, budgeting, organizing, operationalizing, implementing, and scheduling the projects and ensuring the construction meets the National Standard (ADN) and international guidelines to ensure that services in BEMONCs and GBV safe spaces are survivor-cantered.

Scope of work:

Specific tasks of the consultancy:

In collaboration with UNFPA SRH and GBV and the relevant teams from the Ministry of Health, the Project Manager will

  • Plan the establishment, construction/ renovation of BEMONC and Safe Spaces, establishing a realistic timeline and distribution of tasks for each unit.
  • Oversee and direct the construction/renovation of BEMONC and Safe Space-GBV from the beginning up to the completion of the project and ensure that they meet international standards, while minimizing disaster risk.
  • Oversee the planning and purchase of medical and non-medical equipment; assess training needs within the BEMONCS to ensure full functionality of the facility.
  • Review and approve the BOQ and design of the building from the contractor/company
  • Hold regular technical team meetings with SRH and GBV program team to determine progress and address any questions or challenges regarding projects; including capacity and sustainability issues.
  • Identify opportunities and cost-effective measures to boost community outreach activities and encourage utilization of BEMONCs and Safe spaces.
  • Develop an emergency preparedness plan for BEMONCs and Safe Spaces for floods and earthquakes. Identify possible requirements for emergency supplies and alternative sites, in case the health facilities are affected by natural hazards.
  • Any other task requested by the UNFPA Representative.

    Outputs/Deliverables:

    • Planning of the project and schedule of renovation of BEMONC Center in Gleno and Health Post Aitaru and Safe space in Baucau and Lautem
    • Implementation and completion of the project, ensuring the launch of BEMONCs and Safe Spaces and handover to the Government
    • Monitoring report of the operationalization of BEMONC and safe spaces, identifying capacity, infrastructure and equipment gaps, where present.

      Duration and working schedule:

      100 days spread over 8 months (from 25 March 2023 to 25 November 2023)

      Place where services are to be delivered:

      UNFPA TL CO and travel to the project site in municipalities.

      Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

      • Project Plan by 15 April 2023
      • Monthly monitoring reports (electronic, delivered on the first weeks of May, July, September, November 2023)
      • Final report on the status of implementation / completion / handover by 15 November 2023.

        Monitoring and progress control, including reporting requirements, periodicity format and deadline:

        • Consultant is expected to complete the task by 25 November 2023
        • Weekly meeting with relevant UNFPA program staffs, MCH and other relevant department of MoH

          Supervisory arrangements:

          Under direct supervision of the Assistant Representative
