Under the direct supervision of the Good Governance Sector Leader and in close coordination with the Local Development Portfolio Manager, the Project Manager will manage and ensure successful implementation of the Country Infrastructure Development Initiative (CIDI) and Empowering Trust and Cohesion in BiH Communities (ETC)  in all areas of responsibility, in accordance with the project documents, ensuring that the interventions produce the required results.

The CIDI Project has an overall objective to improve the quality of life for people in Bosnia and Herzegovina through targeted investments in critical service delivery infrastructure. The Project is a partnership between UNDP and interested local and regional governments and seeks to consolidate and capitalize on previously implemented projects in the field of public infrastructure. Its thematic focus is on the provision of communal infrastructure, including but not limited to local roads, water supply, sanitation and waste management services, educational and health facilities, public and recreation areas, etc. The Project operates in 16 partner communities in BiH in which at least 300,000 citizens (out of which ca 50% are women) will benefit from improved access to and quality of vital communal public services, including at least 45,000 members of socially excluded and vulnerable groups. 

The total budget of the Project is USD 15.6 million. The Project duration is 68 months (2018 – 2023) with planned extension until 31.12. 2014.

The ETC Project is envisioned in the context of a wider initiative implemented jointly by IOM, UNDP, and OSCE, in coordination with COE and with financing by the EU. Its objective is to strengthen and promote environment that is more conducive to genuine reconciliation, contributing to improved trust and social cohesion within and between communities and their leaders. The activities implemented by UNDP include implementation of infrastructure projects in 10 partner communities in BiH within the Project budget amounting to USD 2,1 million. The Project duration is 18 months (2022-2024), with prospect of extension.

The Project Manager will be responsible for daily supervision of the project team based in UNDP BiH in Sarajevo including five employees. The incumbent will be based in UNDP BiH office in Sarajevo.

Duties and Responsibilities
Under the direct supervision of the Good Governance Sector Leader and in close coordination with the Local Development Portfolio Manager, the Project Manger will execute the duties and responsibilities outlined below in the following functional areas:

Effective coordination of project activities and successful implementation of project strategies:

Provide overall coordination and take management responsibility for successful implementation of the project’s activities in line with AWP; Coordinate project activities to deliver intended outputs and achieve desirable impact of the project applying programming tools and policies in line with the UN Results Based Management Approach; Provide regular feedback to the Good Governance Sector Leader about progress, risk, challenges and/or any other relevant matter;  Contribute to identification of relevant in-country stakeholders and convene regular meetings of the Project Board and other key consultations; Contribute to identification and documentation of partnership opportunities with various stakeholders during implementation of the project activities; Liaise with the local governments, relevant ministries and other relevant institutions to collect, analyze and disseminate information relevant to the Project; Ensure close collaboration, interaction, experience sharing and synergies with other similar interventions/other UN agencies and donors with purpose to maximize the impact and the efficient use of resources; Ensure that all project-related issues and risks are identified and reported in a timely manner and suggest corrective measures; Ensure local governments and partners provide co-financing to fulfil project results and objectives; Provide direction and guidance to the consultants engaged and responsible parties where applicable; Implement the communication plan in line with the visibility guidelines and donor requirements;  Provide inputs for information exchange and lessons learned on CO level;  Contribute towards creating opportunities for expansion of the Project scope and activities. Project management and supervision of the BiH project team: Manage project implementation based on UNDP best practices; Provide guidance and technical advice to in-country project team and project counterparts; Oversee the work of the team as well as other external consultants and contracted companies; Conduct staff performance reviews in accordance with UNDP rules, regulations and procedures ensuring full understanding of all aspects of the project; Manage financial allocations and approve expenditures according to authority delegated and ensure timely payments in accordance with UNDP rules and regulations; Monitor and analyse project progress using applicable monitoring & evaluation and risk management tools in cloud-based digital engagement platform – Quantum;  Ensure existence and implementation of successful quality assurance for the project’s financial, procurement and administrative processes to attain the project goals and desired impact in line with prevailing UNDP rules and regulations as well as in line with the project timelines; Provide the Good Governance Sector Leader and the Project Board with regular reports on all aspects of Project’s progress; Maintain regular coordination, information sharing, and generally foster excellent relationship with the donors; Participate in UNDP programme-level committees and working groups; Comply with security and safety requirements and regulations and ensure the same are respected by all project personnel.

Policy advice and technical guidance in the course of project implementation:

Provide conceptual guidance and technical advice to the project team and projects counterparts; Provide strategic leadership and steer the policy formulation processes within the projects in line with the project documents, observing the application of EU standards in these processes and ensuring sustainable and lasting changes; Guide the design and delivery of the technical assistance to local goverments mainstreaming  the transparent funding of CSOs with other relevant UNDP implemented interventions as well as promote their application beyond of UNDP scope of work ;  Identify and synthetize best practices and lessons learnt directly linked to projects goals; Ensure strategic synergies and coordination with other relevant interventions;  Advise on issues of further projects’ development, proposal writing, project documents writing and resource mobilization as well as on strategic development.

Transparent and efficient implementation of project interventions:

Oversee the selection process of partner local governments in order to address infrastructure investment priorities, as identified in local integrated development strategies/action plans, ensuring vital public services are in place. Oversee project identification and verification according to core project selection criteria. Travel regularly to partner local governments for individual meetings, events and site visits to ensure effective relations with partner local governments throughout the project intervention; Support implementation of the project activities, including development of design documentation, procurement and implementation of construction works; Oversee day to day work of the project staff and supervision of their work, including guidance, problem solving and advisory role when and if necessary;  Establish a joint quality assurance regime with local governments for building local ownership, successful cooperation and sharing knowledge; Monitor and analyse overall progress of the Project activities and distribution of funds in local governments;

Partnership and Advocacy:

Establish good working relations with relevant institutional and organizational partners at state, entity and local levels;  Provide inputs in identification of linkages between the projects and other relevant UNDP and non-UNDP implemented interventions, in the country, or beyond, maximizing the efficient and effective use of resources; Participate in UNDP programme-level committees and working groups, national and international forums, making substantive contributions as appropriate; Assist management in preparing for high-level consultation meetings with donors and government authorities; Ensure wide dissemination and visibility of Projects achievements.

Gender mainstreaming within the Bosnia and Herzegovina project component

Ensure gender is effectively mainstreamed throughout the projects’ activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail; Ensure gender equality is mainstreamed throughout Bosnia and Herzegovina project team, consultants and staff management activities; Support local governments and partners to mainstream gender equality; Ensure knowledge on gender equality is incorporated in programme knowledge management activities and products.

Institutional Arrangement

The Project Manager will lead a project team and provide technical advice and coordinate the implementation of the different project activities to ensure coherence with the project framework. The Project Manager will contribute to the efficient monitoring of the use of funds and the procurement of services and goods executed by UNDP. S/he will coordinate the Project activities on a day-to-day basis on behalf of UNDP and in close consultations and under the guidance and direct supervision of the Good Governance Sector Leader, and in close coordination with the Local Development Portfolio Manager, ensuring that the project produces the required outputs. S/he will be responsible for day-to-day support to project management and will ensure the implementation of all planned activities to the required corporate and donor agreement standards within the work plan timeline and budget.

Education:
Master’s degree in public administration, social sciences, engineering or related field.  Bachelor`s degree in combination with 2 additional years of qualifying experience can be accepted in lieu of the Master’s degree. Experience: Minimum 5 years (with Master's degree) or 7 years (with Bachelor's degree) of relevant working experience in direct project management. Previous experience in design and implementation of infrastructure or development projects in Bosnia and Herzegovina. Thorough understanding of the overall political, administrative and institutional set-up of local governments in BiH. Previous experience in partnering and interaction with governmental institutions at state/entity/local levels, as well as with CSOs and donors.

Languages:

Excellent writing and verbal communication skills in English and Bosnian-Croatian-Serbian (BCS) is required.
