Under the direct supervision of the Good Governance Sector Leader in coordination with the Regional Programme Manager/Inclusive Society/Social Contract Portfolio Manager will manage and ensure successful implementation of the ReLOaD2 activities related to CO Bosnia and Herzegovina (BiH) component of the project.
The Regional Programme on Local Democracy in the Western Balkans 2 (ReLOaD2) is a continuation of the EU-UNDP partnership and previously supported initiative – ReLOaD1 implemented in the four-year period 2017 - 2020.
ReLOaD2 continues to strengthen participatory democracies and the EU integration process in the Western Balkans by empowering civil society and youth to actively take part in decision making and by stimulating an enabling legal and financial environment for civil society. The programme will be implemented in the following IPA beneficiaries: Albania, Bosnia and Herzegovina (BiH), North Macedonia, Kosovo*, Montenegro, and Serbia.
Working across the Western Balkans (WB) region, ReLOaD2 will enhance capacities of local governments and civil society organisations (CSOs) to engage in productive partnerships and contribute to improved service delivery and realisation of local priorities in line with local development strategies and needs.
ReLOaD2 in BiH works with 12 partner local governments (Bihać, Centar Sarajevo, Gacko, Goražde, Gradiška, Istočno Sarajevo, Grad Mostar, Novo Sarajevo, Prijedor, Prozor Rama, Rudo, Ugljevik and Vitez) focusing on institutionalization of interaction between local governments and CSOs. It incites partner local governments to use public funding for CSOs in a transparent and development-oriented manner, recognizing local needs and embracing a project-based approach. Also, the Project promotes youth engagement and supports implementation of youth initiatives towards improvement of their economic perspectives in partner localities.
The total budget of the ReLOaD2 is EUR 12.63 million (USD 14,78 million), while the component for BiH totals EUR 3.69 million (USD 4.31million). The Project duration is 48 months (2021 – 2024). The incumbent will be based in UNDP BiH office in Sarajevo.
The Project Manager will be responsible for daily supervision of the project team based in UNDP BiH in Sarajevo (Governance Officer, Grant Officer, Youth Officer, Project Associate and Communications Associate). The incumbent will be based in UNDP BiH office in Sarajevo.

Under the direct supervision of the UNDP’s Good Governance Sector Leader, in coordination with the Regional Programme Manager/Inclusive Society/Social Contract Portfolio Manager, the Project Manager will execute the duties and responsibilities outlined below in the following functional areas:
Effective coordination of project activities and successful implementation of project strategies:
Provide overall coordination and take management responsibility for successful implementation of the project’s activities in line with AWP; Coordinate project activities to deliver intended outputs and achieve desirable impact of the project applying programming tools and policies in line with the UN Results Based Management Approach; Closely coordinate with the ReLOaD2 Regional Office ensuring that project activities are aligned with a regional workplan and activities in other participating IPA beneficiaries; Provide assistance to CSOs and local governments in promotion and visibility activities respecting Project’s and donor requirements; Provide regular feedback (weekly, monthly, and on ad hoc basis) to the Regional Programme Manager about progress, risk, challenges and/or any other relevant matter; Contribute to identification of relevant in-country stakeholders and convene regular meetings of the Board of Partners, Local advisory groups and bodies, and other key consultations; Contribute to identification and documentation of partnership opportunities with various stakeholders during implementation of the project activities; Liaise with the local governments, relevant ministries, CSOs, and other relevant institutions to collect, analyze and disseminate information relevant to the Project; Ensure close collaboration, interaction, experience sharing and synergies with other UNDP COs from the WB that participate in the ReLOaD programme as well as other similar EU-funded interventions/other UN agencies and donors with purpose to maximize the impact and the efficient use of resources; Ensure that all project-related issues and risks are identified and reported in a timely manner and suggest corrective measures; Ensure local governments provide co-financing to fulfil project results and objectives; Provide direction and guidance to the consultants engaged and responsible parties where applicable; Implement the Visibility strategy and communication plan in line with the visibility guidelines and donor requirements; Provide inputs for regional information exchange and lessons learned; Contribute towards creating opportunities for expansion of the regional project.Project management and supervision of the BiH project team
Manage project implementation based on UNDP best practices; Provide guidance and technical advice to in-country project team and project counterparts; Oversee the work of the team as well as other external consultants and contracted companies; Conduct staff performance reviews in accordance with UNDP rules, regulations and procedures ensuring full understanding of all aspects of the project; Manage financial allocations and approve expenditures according to authority delegated and ensure timely payments in accordance with UNDP rules and regulations; Monitor and analyses project progress using applicable monitoring & evaluation and risk management tools incloud-based digital engagement platform – Quantum; Ensures the existence and implementation of successful quality assurance for the project’s financial, procurement and administrative processes to attain the project goals and desired impact in line with prevailing UNDP rules and regulations as well as in line with the project timelines; Provide the Regional Programme Manager/Inclusive Society/Social Contract Portfolio Manager and the Board of Partners with regular reports on all aspects of project’s progress; Maintain regular coordination, information sharing, and generally foster excellent relationship with the European Union Delegation to Bosnia and Hercgovina; Participate in UNDP programme-level committees and working groups; Participate in joint regional coordination meetings of the ReLOaD2 programme; Comply with security and safety requirements and regulations and ensure the same are respected by all project personnel.Policy advice and technical guidance in the course of project implementation:
Provide conceptual guidance and technical advice to the project team and projects counterparts; Provide strategic leadership and steers the policy formulation processes within the projects in line with the project documents, observing the application of EU standards in these processes and ensuring sustainable and lasting changes; Guide the design and delivery of the technical assistance to local governments mainstreaming the transparent funding of CSOs with other relevant UNDP implemented interventions as well as promotes their application beyond of UNDP scope of work ; Identify and synthetize best practices and lessons learnt directly linked to projects goals; Ensure strategic synergies and coordination with other relevant interventions; Advise on issues of further projects’ development, proposal writing, project documents writing and resource mobilization as well as on strategic development.Transparent and efficient implementation of a CSO grant scheme
Oversee the CSO selection process in partner local governments making sure grant scheme is implemented transparently and efficiently; Develop systems and procedures for partner local governments ensure continuous and accurate monitoring of the status of Project activities; Travel regularly to partner local governments across BiH for individual meetings, events, focus group meetings and program related activities/trainings to ensure effective relations with partner local governments throughout the project intervention; Support implementation of the project activities, including the evaluation of CSO project proposals in public calls for CSOs in partner local governments; Oversee day to day work with the field staff and supervision of their work, including guidance, problem solving and advisory role when and if necessary; Provide quality advisory services for local governments and/or CSO for successful cooperation and knowledge building in local communities; Monitor and analyse overall CSO grant scheme progress and distribution of funds in local governments; Present findings on the CSO grant scheme implementation in suitable format for internal/external use.Partnership and Advocacy
Establish good working relations with relevant institutional and organisational partners at state, entity and local levels, as well as with main international organisations working in the domain of governance, civic society and other relevant area; Provide inputs in identification of linkages between the projects and other relevant UNDP and non-UNDP implemented interventions, in the country, or beyond, maximizing the efficient and effective use of resources; Participate in UNDP programme-level committees and working groups, national and international forums, making substantive contributions as appropriate; Assist management in preparing for high-level consultation meetings with donors and government authorities; Ensure wide dissemination and visibility of Projects achievements.Gender mainstreaming within the Bosnia and Herzegovina project component
Ensure gender is effectively mainstreamed throughout the projects’ activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail; Ensure gender equality is mainstreamed throughout Bosnia and Herzegovina project team, consultants and staff management activities; Support local governments and CSOs to mainstream gender equality; Ensure knowledge on gender equality is incorporated in programme knowledge management activities and products.Institutional Arrangement
The Project Manager will lead a project team and provide technical advice and coordinate the implementation of the different project activities to ensure coherence with the project framework. The Project Manager will contribute to the efficient monitoring of the use of funds and the procurement of services and goods executed by UNDP. S/he will coordinate the Project activities on a day-to-day basis on behalf of UNDP and in close consultations and under the guidance and direct supervision of the sector leader, and in close coordination Regional Programme Manager/Inclusive Society/Social Contract Portfolio Manage, ensuring that the project produces the required outputs. S/he will be responsible for day-to-day support to project management and will ensure the implementation of all planned activities to the required corporate and donor agreement standards within the work plan timeline and budget.

Master’s degree or equivalent in law, public administration, social sciences or related field is required. Bachelor`s degree with 2 additional years of qualifying experience will be given due consideration in lieu of Master’s degree. Experience: Minimum 5 years (with Master's degree) or 7 years (with Bachelor's degree) of relevant working experience in the areas of civil society, local governance in BiH and development of civil society; Experience in direct programme/project management is an asset; Thorough understanding of the overall political, administrative and institutional set-up of local governments in BiH; Familiarity with key public documents, strategies and trends related to capacity development of CSOs in BiH; Previous experience in partnering and interaction with governmental institutions at state/entity/local levels, as well as with CSOs is an asset; Experience in grant management is an asset; Experience in designing and implementation of CSO grant schemes will be considered as an assetLanguages:
