OBJECTIVES OF THE PROGRAMME

The objective of the Polio Eradication Initiative is to interrupt the transmission of wild poliovirus globally and ensure long-term biosafety from polio viruses, by leading the global eradication effort of national governments and the Global Polio Eradication Initiative. The World Health Assembly has declared Polio Eradication a Programmatic Emergency for Global Public Health. WHO and the core Global Polio Eradication Initiative (GPEI) partners have taken a number of steps to put the polio eradication program on an emergency footing, including the development of the Global Emergency Action Plan for Polio Eradication 2022/2026 and the Global Polio Surveillance Action Plan 2022/2024 (GPSAP).The poliovirus surveillance team leads the ongoing epidemiologic analyses and risk assessments, coordinates activities to strengthen poliovirus surveillance at the regional and national level and participates in providing secretariat functions to the Global Polio Certification Commission (GCC) and Regional Certification Commissions (RCCs).

 

DESCRIPTION OF DUTIES

The incumbent is responsible for the management of the polio information management systems across the organization (including WebIFA, xMart, PowerBi, etc. in the context of Polio) and their integration into a global Polio Information System (POLIS), a central repository that permits access to standardized data, analyses, and outputs that are readily available to internal and external stakeholders.

Within this context the incumbent will:

1. Support the full operationalization of the Global Polio Strategy 2022/2026; including support for the integration of the Key Performance Indicator monitoring system into the global POLIS.

2. Deliver on the specific activities of Objective 5 of the Global Surveillance Action Plan by conceptualizing, planning, implementing, and managing a specific polio information management action plan for 2022/2024.

3. Coordinates with the Polio Information Management System (POLIS) project team (including HQ Polio Data team, GIS Manager, SIA data specialist, etc.) to ensure the vision for the project is successfully translated into the requirements and solution design.

4. Liaises with all stakeholders and encourage utilization of POLIS; liaise with partners, receiving feedback from and providing required support; receive, evaluate, and address access requests from all stakeholders.

5. In partnership with internal stakeholders, support further development and technological enhancements of polio information management systems at all levels of the organization.

6. Anticipate future programme needs and provide input to overall departmental policies on projects and activities that are closely related to polio information management.

7. Coordinate the global polio information and data management network and foster inter-departmental, cross-regional,inter-regional and intra-regional collaboration.

8. Liaise with and provide guidance to service providers,vendors; ensure communication and coordination between all stakeholders; and guarantee adherence to processes and procedures of WHO throughout project lifecycles; align projects and activities with the overall organizational policies.

9. Plan and execute the upgrade of global case-based AFP/Laboratory surveillance system and ensure the availability of a modern and efficient system at country-level; wherever possible, fully integrate with other VPD and/or communicable systems.

10. Ensure the development of documentation, standards, procedures,and best practices to maintain stable, effective, and interoperable systems between key WHO departments.

11. Contribute to preparations of budget, workplans, and spending plans for POL/SLD and support Regional and sub-regional offices on the same subject matter.

12. Assist with coordination and implementation of training and capacity building for staff in priority countries and regional offices.

13. Oversee and ensure that the exchange of disaggregated data belonging to Member States is shared with core partners according to the terms and conditions set forth in the agreement that each partner agency has signed with WHO.

14. Provide technical support to countries requiring urgent attention as determined by WHO HQ or WHO Regional Offices.

15. Chair the Data Surveillance Working group.

16. Oversee the needs, expectations, and edits of the data sharing agreement, in coordination with the WHO legal department.

17. Perform all other related duties as assigned.

 

REQUIRED QUALIFICATIONS

Education

Essential:

An advanced level university degree in public health, epidemiology or related field

Desirable:

A Doctorate level degree in medicine or a health related field. Training in project management

 

Experience

Essential:

At least 7 years of experience including at international level in information management, monitoring and evaluation, and/or data of which at least 4 years in epidemiology or polio eradication. Relevant experience working with developing countries. Experience managing and implementing large-scale projects that streamline data and information collection, collation, and dissemination at country-level.
 

Desirable:

Extensive experience with advanced level analysis of polio epidemiological and immunization data. Experience working within a public health partnership, non-governmental organizations and national governments.

 

 

Skills

Expertise in epidemiology of vaccine-preventable diseases, especially polio Expertise in information management, data management, monitoring and evaluation-Strong skills establishing and managing large-scale information,data and/or monitoring and evaluation projects at country-level Thorough knowledge of WHO, UN, or other international organization's operations including project cycle management at the global, regional and/or national level.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5185 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
