Department

Program Operations (PrOps) - Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Program Operations teams contribute to realizing this by: ensuring effective project management through supporting project startups, implementation, reporting and financial management as well as closeouts; portfolio coordination: providing a coordinating role across departments in DC that support country offices and programs; working with country teams to develop, refine and pursue their strategies by leveraging technical knowledge (our own and others) and supporting business development as needed; knowledge sharing and learning: enhancing communication between country offices and DC-based teams to ensure better understanding of the diverse operating environments and program approaches.

Position Overview

As part of the implementation of the Tanganyika Conflict Mitigation and Reconciliation ( TCMR) a USAID-funded project aiming to build a resilient future for communities affected by the conflict in Tanganyika, through the following intermediate results (IR)

  • IR 1: Integrate conflict mitigation, stabilization, and social cohesion measures in conflict-affected communities to reduce the impacts of shocks and stresses
  • IR 2: Strengthen the rural economy for equitable and sustainable economic growth driven by agriculture and the market,
  • IR 3: Identity, support, and integrate approaches that mitigate environmental shocks and stresses
  • IR 4: Increased availability and access to services to build resilience capacities

Pact is seeking a Project Manager for its Kalemie office. The Program Manager (PM) will play a significant role in directly contributing to his or her project’s success in keeping Pact’s promise of improving the lives of those who are poor and marginalized by delivering technical, management, financial, and administrative leadership Programs. The position requires significant coordination skills, broad general and technical knowledge, and skills to ensure coherence and consistency under tight deadlines.

Key Responsibilities

  • Providing the overall leadership, management, and general technical direction of the entire program and ensuring an integrated vision among different components and actors, with a focus on achieving results.
  • Providing institutional strengthening to in-country partners to enhance the enabling conditions and policy framework with respect to USAID policies and regulations.
  • Establish a safe working environment and ensure the safety of all employees and contractors on the project.
  • Lead and manage project work plans and the implementation of activities on the ground.
  • Jointly develop with local technical teams’ data collection, analysis, and reporting tools;
  • Identify and advocate for the financial and human resources needed to achieve the project's objectives
  • Ensure program compliance with Pact policies and procedures, Congolese legislation, and project partner requirements.
  • Supervise, prepare and ensure the timely submission of project deliverables

Basic Requirements

  • Bachelor's degree in management, environment, administration, or similar sciences.
  • At least 8 years of experience in project coordination with multiple stakeholders.
  • Strong written and oral communication skills in French, English, and Swahili.
  • Strong planning and cross-cultural communication skills.
  • Flexibility, adaptability, and ability to perform and collaborate in difficult conditions
  • Experience in planning, and budgeting project activities.
  • Ability to work independently and produce quick, high-quality results.
  • Experience in the areas of conflict mitigation and reconciliation, capacity development, livelihoods and/or governance is a plus.
  • Experience with monitoring, reporting, and verification frameworks and tools.
  • Have knowledge and experience in the DRC context.
  • Experience with results-based funding mechanisms, ie. USAID contracts.
  • Have knowledge and experience in the context of the Province of Tanganyika.
  • Mastery of basic IT tools (Word, Excel);

Preferred Qualifications

  • Competency in another language other than English (depending on the region’s requirements) preferred
  • Prior experience managing or supporting programs funded by major international development organizations, especially USAID
  • Master’s degree in a field related to Pact’s mission, such as in international development, international relations, regional studies, economics, business, environmental studies, or public health
