We are currently seeking a qualified candidate for the position of: Family Planning for Public Sector Team Lead for the USAID Cambodia Enhancing Quality of Healthcare Activity. This is a five-year project, led by FHI 360 and partnership with Population Services International (PSI), the International Training and Education Center for Health (I-TECH) of the University of Washington, Meridian Group International, and mClinica that aims to engage and empower national and provincial leadership as well as public and private healthcare managers and providers to collaboratively improve the quality and safety of health services, strengthen systems and increase service utilization.

The Family Planning for Public Sector Team Lead will be responsible for overall management and implementation of the FP for public sector workplan, including provision of day-to-day project management and support to the team to implement the workplan, monitoring the progress of activity implementation, daily communication with NMCHC, CSWG, government agencies and all stakeholders at national and sub-national levels through working with Family Planning for Public Health Sector Coordinators and other relevant project staff, etc. S/he will ensure that the training sessions, including TOT and cascade training are organized and implemented in a timely manner, coaching and supportive supervision activities are effectively conducted, and activities related to strengthening the CSWG are conducted according to plan in close collaboration with the NMCHC. Where opportunity emerges, s/he will support and improve quality of FP service delivery, including supporting the development and implementation of a QI plan and assessment and piloting digital FP coaching tool at public health facilities. S/he will support and supervise FP for Public Health Sector coordinators, Project Assistant for FP for Public Health Sector, Admin Support Officer, and Field Operation Support Officers.

Key responsibilities:

  • Leads the EQHA team responsible for family planning for public sector activities, providing support and guidance to implement the annual work plans while ensuring alignment with the Cambodian government and EQHA project goals.
  • Ensures achievement of EQHA’s family planning for public sector deliverables.
  • Communicates effectively with EQHA management team, government agencies, and all stakeholders at national and sub-national levels to achieve project goals.
  • Provides day-to-day management of family planning for public sector activities.
  • Develops and update USAID reporting requirements such as annual, quarterly work plans and reports, including functional dashboard to ensure the EQHA’s family planning for public sector activities are implemented successfully as planned.
  • Monitors work plans and coordinate with consultations and stakeholders in implementing family planning for public sector activities
  • Work closely with NMCHC and Commodity Security Working Group to ensure health providers at provincial level know how to request FP commodities and receive up-to-date stock availability
  • Represents EQHA at conferences and workshops, speaking on issues of family planning.
  • Ensure and monitor EQHA’s, and its partners’, compliance with the Protecting Life in Global Health Assistance and Statutory Abortion Restrictions as well as other USG FP compliance regulations
  • Develop, manage, and monitor the relevant activity budget regularly.
  • Provide monitoring and oversight to the financial management assigned to family planning for public sector activities in coordination with the finance team and EQHA SMT.
  • Ensure budgets are allocated according to approved budget and lines and follow FHI360’s and donor’s financial policies.
  • Manage and support direct reports, review individual work plans and professional development plans, manage performance, and provide induction, training, coaching, mentoring, and counseling to ensure team members are motivated and have the necessary skills and capacity.
  • Build a positive collaborative team culture. Provides ongoing support to the team members responsible for family planning for public sector activities through regular check in, coaching, positivity and seeking support from the EQHA management team if needed.
  • Inform EQHA SMT about best practices and challenges related to activities in a timely and proactive way

    Minimum Requirements:

    • Master’s Degree in Nursing, Midwifery, Medical, Sexual Reproductive Health, Public Health and/or any other relevant with at least 5 years of relevant experiences working with INGOs.
    • At least 3 years in management position
    • At least 10 years of experience and knowledge of project management including managing of public health/international development programs funded by US government or other international donors.
    • Experience effectively working with Ministry of Health and relevant national program at national and sub-national level.
    • Ability to work well within a team and develop and maintain positive working relationships among project staff, sub-awardees, and stakeholders.
    • Experience working in managing family planning project
    • Technical knowledge regarding evidence based and best practices related to family planning methods, counseling, services, and programming within a health system.
    • Ensure technical quality of training activities through facilitative supervision and monitoring, jointly with government and partners, where feasible.
    • Ability to negotiate and find acceptable solutions when problems emerge.
    • Well-developed written and oral communication skills.
    • Ability to take initiative and ownership, make decision, work proactively and independently, manage activities, set realistic priorities and plan for the successful implementation of programs.
    • Be proactive, innovative, and highly self-motivated. Productively join a team with a positive outlook and sense of humor.
    • Adaptable and flexible in a variety of tasks contributing to work even outside of JD as required. Willingness and ability to learn new things/skills as required.
    • Strong planning, organizational and scheduling skills
    • Computer literate with strong skills in the use of Microsoft Office software (Outlook, Word, Excel, PowerPoint, SharePoint)
