Project Manager

based in Nicosia, Cyprus

War Child Holland (WCH) is an international non-governmental organization that works exclusively to improve the well-being and resilience of children and youths affected by violence and armed conflict. From its branch in Cyprus, WCH and its partners support children affected by the conflict in Syria through an integrated mix of child protection, education and psychosocial support interventions, while working closely with their caregivers, families and wider communities for maximum and durable impact.

We are seeking to strengthen our team and we are currently seeking an enthusiastic and passionate Project Manager to join our dynamic team of professionals dedicated to helping children and their families positively deal with the consequences of being exposed to armed conflict.

The Challenge

As Project Manager you will be responsible for managing and supervising Education, Child Protection and Psychosocial Support projects in a specific geographical area. You will ensure that; project objectives/ implementation is on track and to budget as planned, implementation & documentation is according to donors, partners & other stakeholders compliance requirements, and assist in program development.

The Project Manager will collaborate closely with Technical Advisors as well as colleagues in the M&E Unit and Finance & Admin Department and may involve the line management of Project Officers / Assistants.

Results Areas

Project Planning, Implementation & Monitoring:

  • Develop comprehensive project implementation plans that guide all staff and partners involved in a project and ensures timely completion of core activities, making use of the appropriate War Child tools and templates.

  • Set up and oversee kick-off, progress review and grant closure meetings.

  • Oversee (partner-led) implementation of War Child projects, ensuring objectives are achieved on time and to budget.

  • Closely monitor project progress, ensuring challenges are identified & communicated, and corrective action taken.

  • Contribute to forecasting and budgeting processes; monitor and track expenditure and course-correct to ensure adherence to project budgets and spending plans.

  • Ensure timely completion and submission of high-quality donor reports, with support from relevant colleagues.

  • Creatively and swiftly resolve complex and critical challenges arising from implementation in a volatile context.

Integrity, Program Quality & Compliance:

  • Act in accordance with War Child’s core values of Creativity, Inspiration, Impact and Integrity, while ensuring these are integrated into all project activities.

  • With guidance and support from relevant Technical Advisors, ensure that program quality standards are being met by implementing partners.

  • Ensure proper mainstreaming of protection, gender and COVID-19 across all projects, facilitating partner access to relevant training and development.

  • Ensure compliance with War Child policies & procedures and applicable donor rules & regulations, and timely report any (potential) compliance breaches.

  • Oversight of all administrative, financial and budgetary aspects of relevant grant agreements in line with donor rules and regulations.

Liaison & Coordination:

  • Continuous liaison and coordination with relevant counterparts of implementing partners, ensuring on-going communication on project implementation, operational challenges, contextual developments and other relevant topics.

  • Interact with relevant donors.

  • Represent WCH in relevant working groups and other coordination platforms as agreed with the Programme Implementation Manager.

  • Liaise with professional counterparts of (inter)national authorities and organizations, including UN agencies and other NGOs.

Capacity Building:

  • Provide capacity building and technical assistance to the implementing partners, and support competency development as needed.

  • As required: recruit and effectively line manage direct reports, including performance management and facilitate learning & capacity development.

  • Provide project updates on a consistent basis to various stakeholders about progress and adjustments.

  • Measure project performance to identify areas for improvement.

Your Profile

  • Degree in social sciences or a related field and at least 5 years of relevant experience.

  • Experience in managing multiple projects focusing on child protection / psychosocial support / education.

  • Previous experience dealing with multiple donors such as UNICEF, DFID, European Union and other institutional donors.

  • Demonstrated experience of working with partners.

  • Demonstrated experience of managing budgets.

  • Knowledge and experience of monitoring systems.

  • Fluency in spoken and written Arabic and English.

  • Excellent inter-personal and communication skills.

  • Demonstrated project management skills (including budget monitoring).

  • Flexibility to travel in the region.

  • Cultural sensitivity.

  • Attention to detail with strong follow up.

  • Team oriented, with ability to work efficiently independently.

  • Proficient in Microsoft Office - word processing, spread sheets, etc.

Job Location: Nicosia, Cyprus (Some flexible arrangements in Lebanon or Jordan may be considered for preferred high qualified candidates).

Contract: The contract for is for at least 1 year with the intention to prolong.

Salary: Grade F (2,532 – 3,830 Euros gross per month)
