Back Project Manager

The Norwegian Refugee Council in South Sudan is looking for a Project Manager to manage two Protection and Information, Counselling & Legal Assistance (ICLA) teams in Jonglie. The Project Manager has overall responsibility for implementation of project activities in three operational locations, including budget monitoring and ensuring donor and internal compliance.

Duties and Responsibilities

• Lead and manage a team of ICLA and Protection staff, including training and coaching the team on Project Cycle Management aspects of the project.
• Support teams in implementation of individual protection assistance;
• Take lead in engaging with local cluster coordination mechanisms and with other humanitarian actors in operational locations;
• Ensure compliance with contractual commitments, monitoring, reporting, and implementation of activities
• Develop and follow up on detailed project work plans, procurement plans, spending plans, M&E plan and recruitment plan for both ICLA and Protection.
• Support teams in the identification, documentation, and reporting of protection and ICLA issues, concerns, and trends;
• Build the capacities of teams on data collection and analysis and individual protection assistance;
• Represent ICLA and protection internally and externally, develop partnerships in the humanitarian community in the relevant areas including cluster activities and coordinate with authorities at local level.
• Map the presence of service providers and local authorities operating in the areas of operation for referral and advocacy purposes;
• Draft monthly reports for internal and external circulation and action;
• Manage project budget and liaise with support teams as necessary;

• Take lead in all internal and external project and budget reporting, including to OFDA. Evaluate, review and perform quality control of ongoing and completed activities in reference to the project proposal in the relevant areas.

  Qualifications

• Degree in Law, Political Science, International Relations, or Social Sciences (Master’s degree would be advantageous)

• Minimum 3 years of experience in either overseeing project implementation in a humanitarian context

• Previous experience from working in complex and volatile contexts

• Demonstrated expertise in Protection, Protection Monitoring, or ICLA

• Knowledge about own manager skills/profile

• Fluency in English, both written and verbal

• Experience managing OFDA grant a plus

• Experience with data management and analysis is an advantage

• Ability to live and work in an insecure and challenging environment.

• Contract Period: Up to 31 August 2020, with possible extension dependent on funding

• Start Date: ASAP
