Strengthening Local capacities for Resilience and Recovery Project is a three-year EU-funded initiative, aiming at supporting local authorities in Libya to respond to the many conflict and human mobility induced challenges - by strengthening the local resilience and recovery mechanisms - that impact negatively citizens’ access to essential services, sources of livelihoods, the social cohesion and security of communities.

The project is built around 3 outputs: (1) Better provision of basic services at local level and increased access for most vulnerable groups from host communities - including Internally Displaced Populations (IDPs) and returnees, as well as migrants and refugees; (2) Support to local authorities and administrations to fulfil their roles and responsibilities, focusing on enforcing local stability and community security (3) Local economic recovery/development, including supporting job creation and livelihoods.

The project will prioritize activities and investments at the local level that can reduce conflict-induced vulnerabilities for host communities, including Internally Displaced Populations (IDPs) and returnees, as well as migrants and refugees across Libya. More broadly, it will undertake activities and investments that can address pre-conflict horizontal inequalities between regions and social groups, that are related to gender, age or ethnic status.

Under the overall strategic guidance of the UNDP Country Director and direct supervision of the Programme Coordinator, the Project Manager will be responsible for leading, supervising andcoordinating the daily activities of the Strengthening Local Capacities for Resilience and Recovery project. The Project Manager provides technical leadership to the implementation of the project, in collaboration with relevant partners, including UN Agencies, donors and other partners, to ensure that the implemented project will contribute to the broader development initiatives. When requested liaises with external clients and a range of constituencies and counterparts, as relevant to the project.

Impact of results:

The key results have an impact on the quality of project management, thus contributing to effective and efficient project implementation and delivery. Project implementation in line with the objectives of the project and UNDP rules, regulations and procedures is critical to ensure achievement of UNDP Country Programme outcomes. A client oriented approach has impact on the image of the UNDP office. Practically, the key results to be delivered will support an inclusive constitutional dialogue process.  There are significant additional societal impacts to be delivered by the project

Key responsibilities:

  • Ensuring effective implementation of the project.
  • Provision of policy advice and strategic technical guidance to project partners.
  • Creation of Strategic Partnerships and Alliance for project implementation
  • Building knowledge and capacity.

Ensures effective implementation of the project, through project planning, management, monitoring and oversight, focusing on achievement of the following results:

  • Provide overall guidance and management support to UNDP senior management and project implementation sub-groups.
  • Day-to-day management of the project;
  • Ensure quality control and timely delivery of outputs one to three
  • Accountable for proper application of UNDP rules and regulations in the management of the project resources;
  • Take responsibility to ensure that adequate and skilled staff are recruited to the project in a timely and expeditious manner.
  • Team with and establish synergies between other relevant UNDP programmes.
  • Organize project communication mechanisms to ensure coherence and team work among all the segments. Ensure overall team dynamics and take responsibility for service quality.
  • Ensure that Monitoring and Evaluation support is provided in a time and effective manner.
  • Ensure that staff and project team uphold the highest service delivery standards and ensure that procurement and project contracting are conducted in an ethical manner.
  • Brief and consult with senior management on project progress and provide information and advice as required to contribute to the Country Office initiatives.

Ensures provision of policy advice and strategic technical guidance to project partners, focusing on achievement of the following results:

  • Manage the overall strategic direction and provide leadership on local development initiatives.
  • Facilitate learning and experience sharing for all relevant partners, in line with the project document.
  • Provide technical guidance to project staff and ensure technical support to counterparts and partners.

Creation of Strategic Partnerships and Alliance for project implementation, particularly:

  • Enhance partnerships on community stabilization and local development.
  • Coordinate project objectives and activities with local partners, assuring the projects are
  • efficiently integrated with other efforts.
  • Support to the resource mobilizations activities for the project further growth and expansion.
  • Oversee the development of communication strategies with national and international stakeholders.
  • Follow in-country developments, trends and institutional frameworks and identify implications for advocacy, communication, promotion and fundraising.
  • Harmonize reporting and accounting practices of IPs including programme results, budgeting and financial key performance indicators.
  • Coordinate activities and exchange information/ideas with others in UNDP, EU, and other relevant stakeholders.

Building Knowledge and Capacity through results based management strategies, focusing on achievement of the following results:

  • Document lessons learned and best practices in the area of community stabilization, local development and resilience.
  • Promote a knowledge sharing and learning culture among program staff and other implementing partners at all levels.
  • Evaluation of the project impact. Monitoring and analysis of the project environment, timely readjustments in project implementation.
  • Support the establishment and consolidation of mechanisms to track the national response, including national programme efforts, financing and results.
  • Provide any other necessary support in coaching, guidance for the project staff that will boost their capacity to deliver results.
  • Perform other relevant duties, as requested by the direct supervisor.

Advanced University Degree (Masters or equivalent) in International Relations, Political Sciences, Law, Social Sciences, international development, economics or  related fields;


  • At least 7 years experience in international development. Experience with local development project in post conflict setting represents an advantage.
  • Substantive project management experience, including RBM and other project management tools;
  • Prior experience with UNDP/UN agencies or other international organizations, and relevant work experience in developing countries, preferably in the region will be an asset.
  • Working experience of transitional and emerging democracies, including and post-conflict environments;
  • Extensive knowledge and experience with the various computer software including MS Word, Excel, Power Point, MS Project.
  • Knowledge of Prince 2 and other Results Based Management methodologies would be an asset

Languages requirements:

Fluency in English (written and spoken).  Knowledge of Arabic will be a strong advantage.

Contract Duration: 1 Year with possibility for extension
