New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

The United Nations Office of Counter Terrorism in UNOCT provides capacity building, institutional development and technical assistance to requesting Member States, regional organisations and civil society on preventing violent extremism interventions. The UN Counter-Terrorism Centre, of the UN Office of Counter-Terrorism (UNOCT/UNCCT), consolidated its different projects related to countering terrorist use of new technologies and launched the Global Counter-Terrorism Programme on Cybersecurity and New Technologies. The Programme seeks to support Member States, international and regional organizations and UN entities to raise awareness of the terrorist cyber-threat and to enhance technical capacities required to prevent, mitigate and respond against terrorist and violent extremist groups misusing new technologies like the internet and AI to perform attacks against critical infrastructure. The programme also intends to enhance capacities of Member States to counter and investigate terrorist activities by gathering digital forensic evidence and through the use of new technologies. The Programme reinforces respect for human rights and gender mainstreaming through international and regional cooperation, and applying the UN GCTS, its biennial reviews, and relevant Security Council resolutions.

This is a position in UNOPS for supporting projects carried out for or in the United Nations Office of Counter Terrorism (UNOCT). The incumbent of this position will be personnel of UNOPS under its full responsibility.

Functional Responsibilities
The Project Management Support - Specialist will work in coordination with the UNOCT/UNCCT Programme Officer in New York and to UNOPS. The consultant will implement the following duties:

  • Acts as the UNOCT local focal point for this project in Ouagadougou and ensure effective liaison with project stakeholders in Burkina Faso and in the Sahel region.
  • Is responsible for setting up the office and procuring ICT equipment related to cybercrime and digital forensics.
  • Is responsible for planning and coordinating the installation, maintenance and management of the ICT equipment procured and managed under the project.
  • Assists in identifying needs for digital forensic equipment Coordinate day-to-day project implementation with UNOCT and local stakeholders (UN agencies and partners, Member State officials and private sector entities).

  • Leads the logistical elements of the capacity building activities planned in the project for cybersecurity, law enforcement and criminal justice officials.
  • Contributes to the delivery of capacity building activities in Burkina Faso in the areas of cybersecurity, digital forensics and biometrics controls for border security management.
  • Provides project management support in all areas with an emphasis on the following:

  • Implementation of effective and efficient identity solutions
  • Implementation of business continuity and contingency plans including reliable backup and restore procedures
  • Secure, reliable, and resilient compute, storage, and networking infrastructure
  • Evaluates potential risk areas throughout the duration of the project and proposes/pursues mitigation, avoidance, and corrective action plans to management as necessary
  • Assists with developing project status reports to communicate project performance to senior management and project governance boards on a regular basis for all projects within the unit;
  • Develops and documents traceability (matrix) assurance [the link between requirements, technical design, code and system configurations];Performs other duties as as may be reasonably required and in line with the incumbent’s scope of services above.

Education/Experience/Language requirements

Education**

● Advanced university degree preferably in public administration, business administration, or other relevant field.

● Bachelor’s degree plus two additional years of relevant experience may be accepted in lieu of an advanced degree.

Certification

● Certification in ICT, Technology Management or related subjects is desirable.

● Certification in Project Management such as PMP, PRINCE II is highly desirable.

Required Work Experience

● At least 5 years of project management experience is required.
