The Stabilisation and Development Programme (SDP) was launched in May 2015 to complement the efforts of the Government of Pakistan in enabling the safe and voluntary return of Temporarily Dislocated Persons (TDPs) to their areas of origin, with a focus on relief, recovery, and sustainable peace. Over the last six years, SDP has assisted more than 800,000 individuals.  In response to the evolving environment, the programme has transitioned from relief and recovery efforts to sustainable economic development with a focus on youth employment and private sector linkages.

UNDP’s work in crisis prevention and recovery focuses on increasing the resilience of communities to natural and human-induced disasters, mitigating their impact, and preventing conflict through rehabilitation and early recovery. We have implemented and monitored emergencies and programmes on drought, flood, and earthquake relief assistance, facilitated early recovery coordination, providing relief and rehabilitation for the Displaced Persons and the communities in crisis-affected areas of the merged districts.

Under the direct supervision of the Programme Manager SDP, the project Livelihoods Specialist will be responsible for leading the implementation of the early recovery and livelihoods aspects and providing creative responses to emerging challenges and opportunities. The Project Livelihoods Specialist will also act as a liaison with the national and local authorities and the implementing partners and will work in close coordination with other UNDP project teams, UNDP Country Office staff, other UN Agency staff, Government officials, technical advisors and experts, donors and civil society to successfully support the implementation the project activities.

The Project Livelihoods Specialist will be working in the Stabilization and Development Programme under the direct supervision of the Programme Manager.

The Project Livelihoods Specialist will lead the SDP livelihoods team and will guide them on the implementation of the project activities and coordination with stakeholders.

Programme Development:

Lead on livelihoods and early recovery sector.  Provide relevant technical input to the Programme Manager in developing concept notes, proposals and terms of reference in coordination with the team and other technical specialists. Coordinate the development of appropriate livelihood and economic recovery programme interventions. Lead project programming related to increasing livelihood opportunities and priorities as defined by community engagement initiatives. Identify and collaborate with various stakeholders to support inclusive initiatives aiming toward early recovery, livelihoods and social cohesion between urban and rural communities affected by instability and/or natural disasters. Based on the strategic directions set by the Programme Manager,  assist in the design and operationalization of the livelihoods components and play a lead substantive and coordinating role with ongoing livelihood programmes operational in the target areas.  Provide support in the development of tools and guideline documents (SOPs) for the project team and development partner staff to improve the quality of livelihood interventions. Provide advice specifically on the feasibility of safe livelihoods programming, which includes advice on strengthening collaboration to reach women in need. Support in the development of monitorable indicators on livelihood, and support to the development of baselines and targets. Provide inputs to ensure that early recovery and livelihoods are systematically addressed in the UNDP strategic planning and results-based management processes.  Assess and analyse the integration of livelihood and gender issues into the project work plans, ToRs, and outputs from a livelihood and gender perspective. Monitor the effectiveness of the livelihoods interventions with regard to addressing key livelihood, economic recovery and gender issues.

Program Implementation:

Ensure the implementation of the early recovery, livelihoods and social cohesion components of the programme against annual work-plan, targets, time plans and result indicators; Develop internal monitoring and operational plans that help programme implementation; Provide guidance and oversight to the implementing partners in the implementation of livelihood activities with a major focus on gender development.  Foster private sector partnerships with communities on livelihood development opportunities. To strengthen, guide and monitor the livelihood interventions and ensure compliance with UNDP’s overall goals for livelihoods programming. Build the capacities of the project team on skill-based innovative sustainable livelihood community models.

Capacity Development:

Provide substantive support to enhance the national and local capabilities in planning and designing livelihood interventions in post-conflict, natural disaster recovery and rehabilitation settings through training and advocacy. Promote awareness and understanding of the government and civil society with regard to the norms, standards and best practices on sustainable livelihoods.

Linkages with partners:

Build and maintain alliances and strategic partnerships with key actors in early recovery and livelihoods (including partner UN agencies and civil society as well as the private sector and academia) to ensure smooth implementation of interventions. Participate in early recovery, food security and agricultural working groups at the provincial level to inform the joint response and planning framework on livelihoods programming. Actively liaise with relevant stakeholders including government departments to avoid duplication and create synergies. Develop strong relationships with government, civil society and private sector counterparts.
