All selected candidates will, therefore, undergo rigorous reference and background checks.   The passage and ratification of the Bangsamoro Organic Law, which was immediately followed by the appointment of the Bangsamoro Transition Authority (BTA), marked a significant milestone in the Peace Process between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF), which can pave the way to better stability and social cohesion in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). However, and two years following the launch of the BTA, the full-scale transformation of MILF camps into viable, progressive, and peaceful communities is still pending. While many smaller scale and laudable steps have been taken in this regard, they have not yet cohered into a critical mass of impact. The efforts of the national government and the parties to the peace process have been stymied by the impact of COVID 19.   With the support of the European Union, and in consultation with relevant stakeholders, the United Nations Development Programme (UNDP) developed Project PROACTIVE with the objective of contributing to efforts in enhancing local capacities to facilitate transition and transformation of the six (6) major declared camps of the MILF into peaceful and productive communities. The project will pursue the following indicative outputs: 1. Enabling environment for sustainable employment and enterprise development created, 2. Initial peace dividends delivered, and confidence-building promoted, through improved access to basic communal services and facilities, and 3. Social cohesion and community resilience strengthened through enhancing capacities and participation of local stakeholders—including women, youth, and faith-based leaders—in peacebuilding, promoting a culture of peace, and conflict transformation.   UNDP needs a number of personnel to perform various duties under Project PROACTIVE. As such, UNDP is seeking a Project Engineer who is willing to be based in Cotabato City, and who will support the Project Manager in supervising and monitoring construction works u Normalization and Camp Transformation Project. The Project Engineer is expected to report on a daily basis to the Project Manager. The position holder also demonstrates a client-oriented approach, tact, and ability to work with people of different national and cultural backgrounds. Moreover, the Project Engineer works in close collaboration with the UNDP Peace Programme Team, as well as with other UN Agencies, government officials, technical advisors and experts, multilateral and bi-lateral donors and civil society to successfully implement the assigned UNDP Peacebuilding Projects.   Duties and Responsibilities   Under the overall guidance and supervision of the Project Manager, the Project Engineer will be tasked to deliver distinct outputs of the project.   Provide effective advisory support to the Project Manager and the Project Staff on engineering-related concerns:

Provide Technical Expertise (i.e., Engineering) support to the UNDP Project Management Team in supervising the construction works under the Project, in close coordination with various stakeholders. This includes the timely review of the Contractors’ work plan, including catch-up plans, and request for revision to ensure timely completion of the works and propose to UNDP measures to be taken if the work progress is behind schedule. Advise UNDP on any potential risks to the respect of the project timeline, project budget and quality of the works; Inform UNDP of the tentative date for Substantial Completion of the works at least 15 days in advance and prepare the Substantial Completion Certificate. This should be preceded by the conduct of the required and relevant testing of all the systems installed/completed and provide UNDP with test certificates and drawings Provide the contractor a defect/unattended work list upon substantial completion of the works. And ensure that all defects/unattended works are fixed by the contractor within agreed days from the date of issue of the Substantial Completion Certificate Provide UNDP with a final project narrative, financial and photographic report within 30 days of the date of issue of the Substantial Completion Certificatำ  In coordination with UNDP, facilitate the handover of the completed facilities to the local authorities and beneficiaries.; During the Defect Liability period intervene as required and liaise with the contractor to fix in a timely manner any problem that arises and that are covered under the defect liability guarantee. Provide effective support throughout all stages of construction works and processing infrastructure tendering processes: Provide technical assistance in establishment of common grounds for minimum standards requirements for the implementation of specific construction tasks as required by the specific infrastructure Guide in the development of technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific construction tasks as required by the specific infrastructure and specified by the Project Ensure that necessary supporting documentation is in place prior to issuance of tender by procurement unit  Participate in evaluation of bids and selection of best bidder to the tender for (re)construction works and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements. PRC License Civil Engineer/Architect required Experience: 2 years experience if with Bachelor's degree and 1 year experience if with License in engineering , supervision/monitoring of construction projects or other related fields Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is required Work experience in the Bangsamoro Autonomous Region in Muslim Mindanao will be an advantage Previous experience in UNDP is an advantage Knowledge of languages in Mindanao is an advantage

Language:

Excellent written and verbal English language skills. Fluency in Pilipino
