FHI 360 seeks a qualified candidate for the position of Chief of Party/Project Director for an anticipated USAID-funded global project, Promoting Results and Outcomes through Policy and Economic Levers (PROPEL). With a focus on Population, Health and the Environment (PHE), and cross-sectoral approaches for integrating voluntary FP/RH and population dynamics across broader development sectors/goals, PROPEL is designed to address family planning/reproductive health (FP/RH) policy, advocacy, financing, and governance (PAFG), and the integration of FP/RH with HIV/AIDS and maternal, newborn, and child health (MNCH) programs, policies, and care, as well as the environment and climate.

The funding opportunity is expected to cover several programmatic areas intended to build local capacity and further enable sustainable health systems to adequately address FP/RH. Within the global project, core FP/RH resources will be focused on PRH’s priority countries and the seven additional Ouagadougou Partnership countries (Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mauritania, Niger, Togo).

Availability of position is contingent upon funding and approval of key personnel by USAID.

Position Summary

The Project Director leads the project and is responsible for achieving the project’s vision and strategy, directing the project technical team, and managing critical relationships with national and international partners and other key stakeholders. The Project Director develops and delivers an action-oriented portfolio, metrics, and reporting to support decision making; Provides program and project management services including mentoring, project management best practices, tools, and templates; Acts as a communication conduit for portfolio-related project status, actions, decisions, risks and issues and schedules for strategic initiatives; Partners with finance and administrative staff to resolve issues and ensure cross- functional project process consistency; Manages people, events and diverse cultures and builds the skills and capabilities of project staff managing projects within the portfolio. The Project Director is knowledgeable and experienced in health systems strengthening, family planning/reproductive health (FP/RH) and the integration of FP/RH with environment and climate sciences.

The position will be based at FHI 360 headquarters in Durham, NC.

Accountabilities:

  • Responsible for creating, promoting, and maintaining safe and equitable work environments for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants.

  • Directs program and project management leading practices, mentoring and support initiatives.

  • Plans, directs, and coordinates activities for designated projects to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.

  • Reviews project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects.

  • Establishes work plans, project teams, and SOPs to meet project goals and ensure compliance with policies at the global, regional and country levels, and in line with the program’s statement of work (SOW).

  • Provides capacity planning models and identifies potential resource conflicts.

  • Develops proposals and research sources for funding projects.

  • Provides guidance and training to managers and staff to achieve project goals.

  • Participates in the strategic development of methods and techniques with executive management.

  • Establishes and facilitates the project portfolio change management process.

  • Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters, including USAID/Washington and USAID overseas country staff.

  • Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective teamwork.

  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and project objectives and their individual responsibilities in upholding these standards and policies.

  • Determination of job level is based on combination of primary and secondary criteria (i.e., Revenue, Headcount, and number of Contracts/Sub-Awards and other factors).

  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

          Education

          • Bachelor’s Degree or its International Equivalent in Public Health, Civil Society, Communication and Social Marketing, Economic Development, Education, Climate Sciences, Environment, Gender, Nutrition, Research, Technology and Youth or a Related Fields.

          • Project Management (PM) Certification preferred.

            Experience

            • 12+ years of relevant experience with project management principles and practices (including 8+ years of line management experience, corporate strategic experience, and strong business acumen).

            • Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).

            • Demonstrated experience and technical leadership in population, health, and environment (PHE), health financing, climate change, family planning, or equivalent.

            • Experience managing USAID-funded multi-country projects with a budget of $10M or more.

            • Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).

            • Demonstrated experience in sector specific multi-sector project management and implementation.

            • Demonstrated strategic planning, staff development and capacity building experience.

            • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international.

            • Proven ability to develop relationships and coordinate with government officials, civil society, and non-governmental organizations.

            • Experience operating in challenging environments.

            • Must be able to read, write, and speak fluent English

            • Professional-level fluency in French is highly desirable, Portuguese language skills are a plus.

            • Experience implementing family planning and/or PHE programs is a plus.
