Position Summary
The Pandemic Response Institute (PRI) represents a landmark endeavor operated by ICAP at Columbia University’s Mailman School of Public Health in partnership with CUNY School of Public Health and other academic, community, government and corporate partners and supported with resources from the New York City Economic Development Corporation (EDC) and other donors and supporters. The vision for PRI is to build sustained, cooperative action to prepare, predict, detect, respond and recover from major health threats and to reduce the glaring disparities as noted in association with the COVID-19 pandemic in the City of New York. The PRI will address the entire lifecycle of emergency preparedness and response by advancing a dynamic set of activities that increase resilience to the adverse consequences of public health emergencies.
The Project Director (PD) leads a multi-disciplinary core management team to plan, manage, and coordinate implementation of PRI work plans, activities, and initiatives. The PD is also responsible for the successful establishment and management of key partnerships and collaborations with partners, stakeholders, supporters and donors and systems to address administrative, operational and development requirements necessary to launch, implement and support the work of the Institute.
The PD reports directly to the PRI Principal Investigator.
Responsibilities
- Recruit and manage the work of the core management team comprised of multidisciplinary staff focused on meeting the diverse and complex technical, management and operational requirements of PRI. (25%)
- Oversee the successful establishment and implementation of the PRI operating model to address requirements for governance, technical and civic advisory councils, and project spokes in each borough to ensure sufficient levels of community-based participation and contributions. (15%)
- Continuously manage the requirements of the PRI consortium of donors, partners and stakeholders as the project evolves through effective communications, engagements, negotiations, and consultations. (10%)
- Ensure systems for effective monitoring and evaluation of the successful implementation of work plans, initiatives, and activities by instituting and adapting project management strategies and identifying and adopting lessons learned in the context of a dynamic operating environment. (10%)
- Facilitate the successful management of PRI administrative, operational, and financial requirements through existing Columbia University systems and policies. (10%)
- Provide oral and written reports detailing progress, challenges and opportunities to PRI stakeholders, governance bodies, donors, and supporters. (10%)
- Lead and/or participate in PRI meetings and consultations to support PRI partnerships, goals, objectives, workplans and fundraising. (10%)
- Liaise with the breadth of proposed and future partners and collaborators with the goal of achievement of PRI goals and objectives. (5%)
- Perform other related duties in support of the PRI, ICAP, the Mailman School of Public Health and Columbia University. (5%)
Minimum Qualifications
- Bachelor's degree in epidemiology, public health or related field or the equivalent in education and experience plus 6 years of experience
- Prior, successful experience in building and leading multi-disciplinary teams and working on multi-sector public health planning initiatives and programs.
- Demonstrated capacity to build and maintain effective community-based collaborations among public, private, academic, and non-profit partners and with technical agencies, community leaders, donors, and supporters.
- Familiarity with requirements associated with and management of funding from governments, non-profits, and foundations.
- At least ten (10) years of experience managing and leading diverse teams of technical and administrative staff.
Preferred Qualifications
- An MD, PhD, or MPH (or equivalent) degree in epidemiology, public health, or a related discipline is preferred.
- A minimum of fifteen (15) years of experience in the design and management of public health or public health preparedness programs focused on infectious diseases, epidemiology, or epidemic/pandemic planning.
Other Requirements
- Limited domestic travel of 1-2 trips per year may be expected.
