Provide support to fulfillment of coordination and normative mandate of UN Women in Belarus UNCT:

  •  Provide substantive inputs to the fulfillment of UN Women coordination mandate, in line with the UN SDCF for Belarus and the new UN Women Strategic Plan (2022-2025) and as follows:
  • Provide inputs to the development of country programming processes and products, including the annual workplan, programme/ project documents;
  • Provide inputs on behalf of UN Women to the formulation, planning, monitoring and reporting related to United Nations Partnership Framework for Sustainable Development (UNPFSD), including UNSDCF RGs annual workplans and annual reports;
  • Provide expert/technical support to UN system joint inter-agency UN initiatives;
  • Take part – as per UN Women management request – in the inter-agency platforms, such as Gender Thematic Group (GTG), IBC GE and UNSDCF results group meetings (where UN Women is a member or co-chairs of an RG), and regularly inform and consult with UN Women representative in Moldova;
  • Coordinate and support the implementation of the action plan for SWAP Gender Scorecard implementation, in line with UN Agencies contributions and responsibilities;
  • Provide support to UNCT and national partners on CEDAW reporting (facilitate consultations, support with arranging mock-sessions on dialogue with CEDAW Committee, capacity development support on reporting) and implementation and integration of gender equality perspectives into the reporting and planning of other UN Treaty Bodies processes;
  • Provide support to a meaningful engagement into GEWE related intergovernmental processes, including annual sessions of CSW, etc.
  • Facilitate organization of different partnership dialogue initiatives, including with national authorities and stakeholders;
  • Review CCA analysis from gender equality perspective coordinate the process of gender mainstreaming in CCA  for 2021 and 2022, jointly with the UN Agencies;
  • Provide inputs to UN Women Programme Specialist in Moldova inputs on UN Women work and results in Belarus, to be integrated in UN Women quarterly and annual reports.

Support with implementation of the UN SDG Joint project:

  • Develop annual implementation plans; arrange for regular meetings with the relevant stakeholders and take part – jointly with UN Women Programme Specialist – in the SDG working group meetings composed of staff of all UN Agencies;
  • Coordinate the process of contracting of Team of Experts on Gender Responsive Budgeting, by processing the written correspondence, assisting with writing the minutes of the selection, completing all necessary paperwork for stipulating the contracts;
  • Coordinate and ensure quality support to organization/delivery of relevant trainings for public officials, regional exchange of experiences, coaching plans, support with collection of relevant documentation for gender budget analysis of programme, facilitate peer review, collect inputs and write minutes of meetings, liaise with experts and national stakeholders and provide support;
  • Monitor closely the implementation of the JPs annual workplans and expected results, maintain regular communication with Team of experts as well as government counterparts and UN Agencies Focal Points (FPs) for the JP and inform UN Women Programme Specialist and Country Representative on potential risks to the realization of the objectives of UN Women programme component and propose mitigation strategies;
  • Participate in regular coordination meetings of the UN Agencies JP FPs;
  • Other programmatic tasks required by UN Women management.

 

Support with implementation of EU4GE project:

  • Liaise with UN Women CSO implementing partners, take part in organized events by the partner, keep regular communication with the regional manager of the joint EU4GE project;
  • Participate in regular regional coordination meetings and update on UN Women Belarus component;
  • Work closely with EU4GE Regional Project Manager and UN Women Moldova Programme Specialist, take part in regular coordination meetings with UNFPA Belarus, discuss potential challenges, bottlenecks and opportunities in the frame of the project;
  • Support – as requested – with preparation and participation in UN Women Steering Committee or other meetings as required;
  • Participate in the preparation and participate in Technical Working Group with UNFPA and EUD Belarus.

Facilitate knowledge building and sharing and advocacy efforts

  • Contribute to the development of knowledge products and mechanisms to effectively position UN Women in the country;
  • Provide support to the development and dissemination of good practices and lessons learned in GEWE area; ensure incorporation into programme planning;
  • Facilitate knowledge building with the stakeholders and partners;
  • Keep record of partnership building with national stakeholders and CSOs;
  • Contribute to capacity building exercises, as necessary.

Plan and design communications and outreach/advocacy strategies and plans and ensure their efficient implementation

  • Contribute to preparation of communications needs assessments for the UN Women and RCO led initiatives;
  • Ensuring gender perspective is fully mainstreamed in communication materials and strategies;
  • On behalf of UN Women, coordinate and oversee the organization and realization of events, campaigns, workshops, coordinate on communication and visibility aspects with partners and stakeholders;
  • Coordinate in-country UN Women/ UN system corporate and local campaigns and special events, and ensure UN Women’s active participation and visibility in UN Joint Communications Group and ensuing joint communications activities around March events, 16 days campaign, international days, etc.
  • Perform other relevant tasks as assigned by supervisor.

Education and certification:

  • Masters degree or equivalent in Gender, Economics, Social Sciences, International Relations, Political Sciences or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an advantage.

Experience:

  • At least 3 (three) years of progressively responsible experience of coordinating multi-stakeholder/inter-agency/inter-group program processes;
  • At least 1 (one) year of experience in the development, planning, implementation, monitoring and reporting of programme;
  • At least 1 (one) year of experience working in gender equality and women’s rights at national and/or international levels;
  • Experience within UN or other international organizations would be an advantage;
  • Experience in the usage of computers, office software packages, and experience in handling of web-based management systems.

Language Requirements:

  • Fluency in English and Russian (written and spoken) is required.
  • Knowledge of Belarussian is an asset.
  • Working knowledge of one or more additional languages relevant for UN in Belarus would be an asset.
